U.S. Army Forces Command Program Analyst in Fort Irwin, California

Summary About the Position: This Program Analyst is located at National Training Center, G-8 Program and Budget Division with duty location Fort Irwin, California Responsibilities Serves as a Program Analyst within the NTC 11th ACR, S8, Resource Management Branch (RMB). Responsible for analyzing complex financial operating programs to evaluate their actual and/or potential effectiveness in achieving objectives. Performs detail reviews on prior and current year budget programs and multi-year POM year submissions to estimate program balance and planning for short and long term funding requirements. Provides status of funds, budget policy and budgetary impacts, and internal accounting to the NTC 11th ACR command and staff personnel. Applies in depth knowledge of the financial, accounting, statistical, budgeting, economic principles and management operations. Results of work influence brigade policies and procedures that impact day-to-day budget, personnel and logistical support operations of both tenant and rotational units at the NTC and Fort Irwin. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. I have one year of specialized experience equivalent to at least the GS-11 level in the Federal service which includes: 1.) conducting cost benefits analysis and interpretation of data through the use of Earned Value Management (EVM) metrics; 2.) estimate at completion and target over baseline and conduct Budge Formulation and Budget Execution with a proficiency in automated financial management systems; 3.) General Fund Enterprise Business System (GFEBS), Funds Control, Wide Area Workflow (WAWF), Microsoft Excel and Defense Travel System. You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Concepts, Policies, and Principles of Finance Oral Communication Problem Solving Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
