As a Portfolio Support Manager , you will act as a central point of coordination, liaising between project teams, stakeholders, and executive management to ensure seamless communication and alignment. Your responsibilities will include monitoring the geographically dispersed team’s performance, managing risks, and ensuring compliance with DoD regulations and cybersecurity best practices. You will also be responsible for developing and implementing processes to enhance efficiency and effectiveness throughout the team, utilizing data-driven insights and industry best practices to drive continuous improvement. In addition to strategic oversight, you will provide technical and administrative support ensuring that all documentation and reports are current and accurate. Your role is crucial in balancing resources, reducing idle time, and ensuring that tasks are completed on time and within scope, contributing to the overall security posture of the organization.

Essential Duties & Responsibilities

  • Develop, implement, and enhance processes to prioritize, balance, and optimize support functions for cybersecurity projects, requirements, and deliverables.

  • Ensure effective governance and decision-making frameworks are in place to support portfolio management activities.

  • Coordinate with the program/project manager(s) to ensure that project objectives and deliverables are supported by the team.

  • Analyze and assess the impact of new cybersecurity initiatives and projects on the existing portfolio.

  • Develop and maintain a comprehensive understanding of the organization’s cybersecurity posture and risk landscape.

  • Facilitate regular portfolio review meetings to evaluate project performance, address issues, and adjust priorities as needed.

  • Identify and manage dependencies and interdependencies between cybersecurity projects within the portfolio.

  • Implement and utilize portfolio management tools and software to track project metrics, performance indicators, and outcomes.

  • Drive continuous improvement in portfolio management processes, incorporating lessons learned and industry best practices.

  • Ensure compliance with regulatory requirements, industry standards, and internal policies across all cybersecurity projects.

  • Manage portfolio functions of APL manager, training/account manager, and OPORD CTO/ETMS2/IC task manager, ADAM, and inspection support responsibilities.

  • Assist in the development, review, and maintenance of documentation and reports.

  • Coordinate with various stakeholders to ensure alignment with organizational goals and objectives by facilitating communication and information flow.

  • Track project milestones and deliverables, ensuring timely completion.

  • Conduct data analysis and generate reports to support decision-making processes.

  • Assist in the preparation and coordination of project meetings, including agenda setting and minute taking.

Required Skills, Experience & Education

  • Bachelor's degree in computer science, information technology, cybersecurity, or a related field.

  • Active TS security clearance and eligible for SCI and NATO read-on prior to starting work.

  • Minimum of 3 years of experience in portfolio management, project management, or program management within the cybersecurity or IT domain.

  • Strong understanding of cybersecurity principles, frameworks, and best practices.

  • Familiarity with various cybersecurity technologies, risk management, and regulatory compliance requirements.

  • Excellent leadership, communication, and interpersonal skills with the ability to effectively engage with senior leadership, stakeholders, and project teams.

  • Strong analytical and problem-solving skills with the ability to assess complex situations, make informed decisions, and drive continuous improvement in portfolio management processes.

Desired Skills, Experience

  • Meet the DoD requirements system prior to starting work IAW DoD 8140 / 8570.01-M requirements at the IAM level I.

  • PMP or CAPM certification.

  • Experience with APL, OPORD, ETMS, and other DoD-specific systems and processes.

  • Familiarity with cybersecurity concepts and technologies.

  • Familiarity with US Army Intelligence and Security Command (INSCOM), doctrine, policies, regulations, and the Intelligence Community (IC)
