U.S. Army Training and Doctrine Command MANAGEMENT ANALYST (HUMAN CAPITAL) in Fort Moore, Georgia

Summary About the Position: Serves as the MCOE Human Capital Management Analyst responsible for civilian human resources management (CHRM) strategic plans, goals, and objectives. This is a TEMP position NTE 13 Months. This position is a Temporary Promotion that can be extended up to a maximum of five years and may be made permanent without further competition. Responsibilities Assists in the administration and planning of the MCOE’s comprehensive CHRM program for the Appropriated and Non-Appropriated fund, DoD Performance Management and Appraisal Program (DPMAP). Addresses management and workforce goal analysis, training, manpower, and budget, employee and management relations, administrative policy, and command mission and functions; applies extensive knowledge and tact in these areas. Advises the MCOE Commander and all subordinate supervisors, managers, and leaders on organizational resource issues within the framework of HR goals and objectives. Provides advice, policy guidance, oversight, and/or administrative support on Army performance management and incentive award programs to directors, special staff, and supervisors. Conducts studies relating to such factors as turnover, mission, and technology to identify workforce dynamics, trends and anticipated changes that may impact the workforce to develop short- and long-range workforce requirements and plans. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes implementing programs by analyzing data and mission requirements; reviewing talent management strategies to create program objectives; analyzing human capital reports to measure trends within an organization and advising management on the strategic use of human capital initiatives e.g., hiring processes and employee retention. This definition of specialized experience aligns with typical work performed at the next lower grade/level in federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Human Capital Management Managing Human Resources Oral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
