U.S. Army Training and Doctrine Command Training Technician (Distributed Learning/ Office Automation) in Fort Sam Houston, Texas

Summary About the Position: Serves as an Operations Research Analyst for the U.S. Army Medical Center of Excellence, located in Fort Sam Houston, Texas. This position is a TERM position that may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, TERM appointments may be extended beyond eight (8) years. This is a TERM position NTE 13 Months. Responsibilities Manages training documentation systems for the division to include the Digital Training Management System (DTMS). Initiates, coordinates, and monitors new employee on-boarding processes, training, and compliance. Ensures archived assets comply with security, copyright, personal identifiable information, HIPAA, and other regulations and policies pertinent to digital distribution of intellectual property. Facilitates DL product and service customer requests received in-person, telephonically, from organizational email and websites, and official tasking’s. Schedules, coordinates, and prepares DL product and service request meetings to include audio teleconferencing, video teleconferencing, and face-to-face meetings. Serves as record manager that ensures archival storage of all project and administrative documents are in compliance with organizational document plan. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes standard body of training and education rules, procedures, or operation to perform a variety of interrelated or non-standard training and education administrative work; plan and execute relatively stable aspects using processes that are used repetitively for different tasks in Distributed Learning training development processes and techniques; establish program objectives, priorities, and practices to initiate, plan, and coordinate a series of interrelated clerical activities; understand and provide a wide variety of program information to make decisions, resolve problems or discrepancies based activity rules, regulations, and procedures; use of Personal Computers and office automation software to perform non-routine functions such as preparation of reports using database and spreadsheet software, project tracking and reporting software, and training product database record management and troubleshooting; experience with office files and product archival arrangement and ability to catalog, file and retrieve information and maintain suspense records in accordance with office archival procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education, Training Development, or Instructional Design. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
