The incumbent manages all operations related to Compounded Sterile Product (CSP) and NonSterile Products (NSP) and Hazardous Drugs (HD) at the VA Central California Health Care System following United States Pharmacopeia (USP) 797 /800 standards. This includes compliance oversight of all pharmacists, technicians, trainees, and other supportive personnel involved in sterile and non-sterile compounding, cleaning and disinfecting clean room areas, and/or HD management. The incumbent may perform the duties of an Inpatient Clinical Pharmacy Specialist as necessary, in addition to more extensive services of both clinical and administrative nature as pertains to CSP/NSP and HD preparation; and works closely with the Associate Chief, Inpatient Pharmacy Service to ensure efficient operation of USP 797/800 Programs. This may include rounding, collaboration with specialty clinics, participation on various committees regarding Compounded Sterile Product issues, (Nutrition Support Working Group, Oncology Service, Infusion Service, CSP advisory), reviewing Intravenous (IV) and other drug therapy including calculations, clinical assessments, drug information services, extensive interpretation of medication orders, providing pharmacokinetic consults in collaboration with other Clinical Pharmacy Specialists, preparing and verifying chemotherapy and/or other hazardous drugs/biological preparations, and providing in-service education and training. This position may be involved in research activities and precepting pharmacy students and residents.
- Coordinate all operational, clinical and distributive functions for the CSP/NSP and HD program.
- Work independently and effectively to ensure that appropriate, accurate services are provided in a timely manner.
- Review and interpret providers' orders for accuracy, eligibility, availability and therapeutic appropriateness; contact providers and make authorized changes in orders or prescriptions as required.
- Provide all Intravenous (IV) admixtures in a timely, accurate manner.
- Function independently in day-to-day clinical and administrative duties associated with the position.
- Develop and implement appropriate procedures, oversees and assures facility compliance with USP 797 /800 and other applicable laws, regulations, and standards, ensuring competency of personnel, and assuring environmental control of all compounding areas.
- Ensure the competency of pharmacy personnel and ancillary staff in the preparation and handling of CSP, cleaning and disinfection of clean rooms through initial and ongoing competency assessments, annual training, and standard testing within established timeframes.

Basic Requirements: (a) Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens).
1. Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. 2. Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
(c) Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
(d) Assignment. English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Grade Determinations: Applicants must currently have or will have upon completion of pharmacy post graduate residency program one year of experience equivalent to the next lower grade level (GS-12) and meet all of the requirements at that level. This experience must demonstrate that you have knowledge of professional pharmacy practice; the ability to communicate orally and in writing to both patients and health care staff; knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security; and skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. In addition, applicants must demonstrate the following knowledge, skills, and abilities (KSAs) required at the GS-13 grade level: 1. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. 2. Expert understanding of regulatory and quality standards for their program area. 3. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. 4. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. 5. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
