The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

North Florida Evaluation and Treatment Center (NFETC) is a 216 bed, all male, forensic, mental health rehabilitation facility. The Center is located in northeast Gainesville, Florida on 639 picturesque acres with regular sightings of deer, turkey and other wildlife. NFETC employs a variety of entry level to leadership positions including food service, maintenance, direct care, nurses, counselors, rehab therapists, medical doctors, security, psychiatrists, and psychologists.

This is a highly responsible and professional position that will serve as an Operations and Management Consultant II- SES T his position will collaborate with each section within the state

facilities and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.

Specific Duties and Responsibilities include:

  • This is complex administrative, management and consultative work involving pre-admission screening, intake and discharge for persons court ordered for treatment at a maximum-security state mental health treatment facility. This position supports the development, promotion, and delivery of a Comprehensive, Outcome Oriented Management System, consistent with Recovery Oriented System of Care principles, to ensure effective transition of persons served back to their communities.

  • This is advanced professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).

  • Supervises employees and processes pertaining to pre-admission screening, intake tasks, discharge coordination and medical information services at a maximum-security mental health treatment facility providing court ordered services to individuals through the authority of Florida Statue 916.

  • Ensures that data collection and summaries of key performance indicators within the major areas of screening, intake and discharge are maintained. Develops, maintains, and tracks database records on stated departmental objectives and research projects. Prepares reports and data on projects and objectives as needed. In addition, assists in the development and implementation of productivity and performance management (CQI) projects designed to achieve long term and annual business objectives as well as facility and departmental 4DX process goals.

  • Independently monitors and tracks any and all operational aspects of services provided by the components of Continuity of Care and Admissions and Discharge Services to ensure progress towards or maintenance of service standards and objectives. Recommends, develops, and implements, where appropriate, corrective actions as needed to ensure that services promote timely processes and optimal Customer Satisfaction. Ensures that both daily and monthly reports due to the facility and to SAMH Program Office are accurate and timely.

  • Serves as primary contact for all external stakeholders and partners on issues relating to admission screening, admissions, and discharges. Provides key coordination role with community providers and stakeholders, allowing for exchange with all providers in communities for which NFETC serves as provider of state mental health treatment beds. Coordinates circuit specific meetings to review cases with significant barriers to a timely discharge.

  • Consults with the AIS for Recovery Services, the Clinical Department Heads, key treatment professionals, and other administrative staff to assess, analyze and resolve programmatic, administrative, and operational issues to ensure that effective management practices are in place to support treatment excellence, customer Satisfaction and cost efficiency.

  • Recommends, develops, and implements policies and procedures pertaining to all key processes within Continuity of Care and Admission and Discharge Services including day-to-day operations of service areas and professional services designed to reduce the length of stay for the residents at NFETC. Ensures that relevant staff is trained on new procedures and monitors for follow-up and compliance so that management systems are consistently and appropriately implemented to support management excellence and cost efficiency.

  • Performs other related duties as assigned.

    Minimum Qualifications:

  • Four years of managerial or supervisory experience.

  • A bachelor's degree from an accredited college or university in Health or Social Sciences is preferred.

  • Professional experience as described above can substitute on a year-for-year basis for the preferred college education.

    Preference will be given to applicants who have:

  • A master's degree from an accredited college or university in a related field.

  • Mental Health/Forensic experience.
