National Institute of Standards and Technology Supervisory Physical Scientist in Gaithersburg, Maryland

Summary NIST works with industry and science to advance innovation and improve quality of life. We're looking for a Supervisory Physical Scientist to join our team! This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates. Responsibilities Leads program implementation within the Office of Advanced Manufacturing to increase the impact of the Manufacturing USA program and strengthen US leadership in advanced manufacturing sectors. Develops external funding opportunities aligned with NIST and Commerce mission space and statutory authorities, from request for information through the complete cycle of the federal financial assistance award awards and program management and oversight. Applies scientific and administrative expertise and judgement to develop and manage special award programs for the Office of Manufacturing to foster advanced manufacturing innovation ecosystems. Provides oversight and trains staff to manage extramural awards and pilot programs, working collaboratively with other NIST offices to ensure compliance with all federal requirements. Uses judgement to develop mechanisms to assess and conduct program evaluation and economic research to evaluate impact of funded programs in alignment with the statutory purposes of the Manufacturing USA program and administration priorities. Contributes technical expertise in fields of relevance to advanced manufacturing to OAM, NIST, and other agency leadership to inform federal investments that serve national and economic security priorities. Critically assesses needs and priorities as part of the OAM management team to strengthen coordination and efficiency of OAM. Requirements Conditions of Employment Qualifications Basic Requirements: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. IN ADDITION TO THE BASIC Requirements: Applicants must have at least one year (52 weeks) of specialized experience equivalent to at least the GS-14 (ZP-IV at NIST) level. Specialized experience is defined as: Leading a team of technical and non-technical staff to develop and manage programs that build public-private partnerships to advance technical objectives. Developing of federal assistance agreements in coordination with legal counsel and grants and acquisition specialists to ensure competition integrity and compliance with federal laws and regulations. Working with federal and non-federal stakeholders, including the White House and Congress, to develop consensus needs and strategies to fill gaps in scientific and technical fields of importance to the USG. Development of performance and impact reporting metrics to support oversight federal awards. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
