Gallia County Child Protective Services Operation Specialist in Gallipolis, Ohio

Job Description: Serve as the agency expert and qualifier on Title IV-E eligibility for children in custody, including for ongoing determinations as well as for special assistance programs such as PASSS, Kinship Care, TANF, etc., Prepares applications, determines eligibility, (trains staff on what is needed for children to be eligible for programs) and enters data into SACWIS computer system; prepares monthly placement billings; submits monthly placement billings for approval to ODJFS. Negotiate and/or assists in negotiating placement contracts. Coordinates information from all assigned tasks with appropriate personnel. Coordinate and/or assist with program and fiscal monitoring, auditing, etc., as it relates to CPS. Follows established & written fiscal and program procedures to compile information for program related expenditures. Works as a liaison between caseworkers and fiscal functions to reduce delays in program service delivery. Assures that resources and supplies are readily available for CPS to meet daily and emergency operational demands.

Monitors a variety of fiscal management and control activities; performs or assists in performing payroll related activities; prepares and monitors agreements and contracts. Prepares and maintains various financial and financial records and reports. Work with CPS employees on timesheets, overtime requests, etc. Complete monthly fiscal reports and oversee special funding or grant reports. Ensures accuracy of reports and timeliness of submission to appropriate entities, etc. Assists in development of polices, program planning, budgets, etc. May serve as a program coordinator for CPS and backup for various other management duties if determined necessary by the Director and/or designee.

Coordinate with administration to prioritize tasks, allocate resources and ensure timely completion of assignments. Performs Quality Assurance: conduct periodic reviews of files, documentation, and data entry to ensure compliance with agency policies, standards, regulatory requirements, timelines, etc., identify areas for improvement in service delivery, documentation practices & internal controls. Coordinates resources: to included but not limited to collaborate with community partners, service providers, and external stakeholders to facilitate access to resources and support services for children and families involved with CPS. Assist in coordinating emergency shelter placements, temporary housing arrangements and other crisis interventions for children and families in urgent situations. May assist in transporting families/children, receiving CPS calls and screening of cases. Perform or assist in performing: Assessor duties, Kinship Navigator duties, prevention services, outreach/awareness activities, clerical duties, etc. Fills in where needed as needed to assist in maintaining CPS Operations.

Attends meetings, training and conferences as assigned. Represents agency at events, meetings, etc., as assigned. Any other duties assigned.

MINIMUM CLASS REQUIREMENTS: MINIMUM CLASS REQUIREMENTS: (including license, if any) A minimum of an Associate Degree with same core coursework plus two years of related experience; OR Bachelor Degree with core coursework in one of the following areas of study: business administration, public administration, accounting, human services (or equivalent field of study); OR equivalent mixture of course work, work experience; related Certifications, etc.; Acceptable "equivalent" is at the sole discretion of the Agency.
