Indian Health Service Contract Officer Representative in Gallup, New Mexico

Summary This position is with the Branch of Acquisitions at the Gallup Indian Medical Center in Gallup, NM. The purpose is to serve as Contracting Officer Representative and focal point for the effective contract implementation, management, and administration for the organization. Provides guidance and assistance in developing acquisition packages including defining requirements, conduct market research, creating independent government estimates, evaluating contractor performance, etc. Responsibilities This position is being announced concurrently under the Delegated Examining (DE). Monitors all phases of assigned contracts from inception to completion. Prepares Performance Work Statements, Statements of Work and associated contract documents and ensures that contract packages are complete with all documentation as in accordance with governing regulations. Monitors type of service required, payment schedules to assure requirements are clear and concise. Assists technical and managerial personnel in putting together and working procurement actions to procure materials, equipment, and services Certifies receipt and acceptance of services and forwards to Contracting Officer such documentation. Monitors new and amended contracts to ensure understanding of contract terms and compliance by both contractor and government personnel. Verifies service is provided in accordance with contract. Receives, verifies and reconciles contractor invoices, vouchers and supporting documents. Receives, reviews and distributes contracts and amendments. Analyzes contracting proposals and makes recommendations for substantial changes in areas of financial scope, obligation plans and forecasts. Maintains tracking system and monitors and tracks obligations and expenditures throughout the execution phase of each contract. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week MINIMUM QUALIFICATIONS: GS-11: Applicants must have successfully completed 3 full years of progressively higher level graduate education leading to such a degree -OR- Ph.D. or equivalent doctoral degree -OR- LL.M., if related -OR- Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Knowledge is applied in contract maintenance activities for analyzing findings and deficiencies and making recommendations for improvement. Provides guidance in developing performance work statements (PWS), statements of objectives (SOO), statements of work (SOW) and independent government cost estimates (IGCEs). Monitors type of service required, payment schedules to assure requirements are clear and concise. Assists technical and managerial personnel in putting together and working procurement actions to procure materials, equipment, and services. Receives, verifies and reconciles contractor invoices, vouchers and supporting documents. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level. Graduate Education: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
