Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This National Guard position is for a SEXUAL ASSAULT PREVENTION AND RESPONSE COORDINATOR, Position Description Number T5899000 and is part of the 165th Airlift Wing, Garden City, Georgia. This is a full-time, Excepted Permanent, position which does not require Georgia Air National Guard Membership. Area of Consideration: All United States Citizens. Responsibilities As a SEXUAL ASSAULT PREVENTION AND RESPONSE COORDINATOR, GS-0101-12, you will: Serve as the single point of contact to coordinate response activities and oversee both military and civilian SAPR VAs in providing a non-clinical response to adult victims of sexual assault that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented within their AOR. Ensure that SAPR VAs are applying best practices associated with victim advocacy, social service principles, and behavioral theories. Apply basic strategies for skilled communication, including developing rapport and actively listening, to perform essential victim advocacy and support duties for adult cases of sexual assault as outlined in Department of Defense (DoD) and Service policy, to include conducting risk screenings and non-clinical safety assessments, coordinating with relevant on-base and off-base resources, accepting official reports of sexual assault, and preparing the "Victim Advocate Recommendations to the Commander" in the absence of a SAPR VA or as requested by the victim in accordance with policy. This work involves Privacy Act and Controlled Unclassified Information and is therefore highly sensitive in nature. Serve as the single point of contact for command notification regarding sexual assault reports within their AOR and have unimpeded access to the victim and subject's Commander. Provide expert guidance to SAPR VAs on the completion of the "Victim Advocate Recommendations to the Commander," finalize the recommendations package and provide to victim's Commander for decision. Inform victims of the resources available and manage reports of retaliation, reprisal, ostracism, maltreatment, or to request a transfer in accordance with DoD and Service policy. Manage SAPR cases and referrals, to include data entry of official reports of sexual assault and SAPR Related Inquires into the Defense Sexual Assault Incident Database (DSAID) within the applicable timeframes, ensuring compliance with DoD and Service policies, legal requirements, and guidelines ensuring a high level of data quality. Advise applicable internal and external stakeholders, including other SAPR personnel, law enforcement, legal professionals, healthcare providers, and community organizations to facilitate a cohesive approach in sexual assault cases and foster collaboration. Serve as a SAPR subject matter expert in interdisciplinary meetings and initiatives within the AOR and in the community as assigned by the Supervisory Principal SARC. Assist in program evaluation and improvement initiatives by providing feedback and suggestions to the Supervisory Principal SARC and Sexual Assault Prevention and Response Advisory Committee (SAPRAC), as applicable. Collaborate and consult with other SAPR personnel to ensure efficient service delivery, manage caseloads, and meet reporting requirements within the applicable timeframes per guidance. Plan, schedule, & deliver comprehensive SAPR training for diverse stakeholders and local populations, covering SAPR policies, procedures, reporting options, and other pertinent topics in accordance with Department and Service requirements. Coordinate with other support agencies such as Integrated Primary Prevention Workforce, Equal Opportunity Program, and other applicable advocacy programs to ensure SAPR representation at events addressing the continuum of harm. Locate and reserve training sites for SAPR annual training and briefs, to include the coordination of audio-visual support and equipment & that necessary training materials are present. Record training attendance, disseminate, collect, and support analysis of course evaluations, coordinate guest speakers, and support marketing and communication efforts. Collaborate and partner, as an advisor, with the sexual assault Case Management Group members and High-Risk Response Team to address and mitigate identified risks and coordinate support services. Ensure that the organization's strategic plan, mission, vision, & values are communicated to the SAPR VAs & integrated into the team's strategies, goals, objectives, work plans, work products, and services. Articulate and communicate to the SAPR VA team the requirements of assignments, projects, problems to be solved, actionable events, milestones, program issues under review, and deadlines and time frames for completion. Coach SAPR VAs on the identification and application of problem-solving methods and techniques; provide advice on trauma-informed victim advocacy, practices, and procedures; and assist SAPR VAs in identifying the parameters of a viable solution. Serve as coach, facilitator, and/or negotiator in coordinating team initiatives and in consensus building activities among team members. Resolve simple, informal complaints from SAPR VAs and refer other complaints, such as formal grievances and appeals, to the Supervisory Principal SARC or an appropriate management official or office. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience is defined as providing 24/7 in-person and telephonic response, Under the supervision of the Sexual Assault Prevention and Response Officer (State SAPR). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Must possess the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.
