About the Work Unit
The ITS (Intelligent Transportation Systems) Project Development Unit resides within the ITS & Network Services Branch, Division of Maintenance & Operations. The unit exists to support project development and delivery processes at CDOT with focus on fiber coordination, utility coordination, System Engineering Analysis and Application project development. The unit exists to streamline and ensure cohesive processes for all project managers that the ITS specialty supports. Additionally, the unit is primarily responsible to provide excellent customer service and develop clear, concise, consistent processes that support all customers relying on the ITS & Network Services Branch. This unit also develops all project support documentation and acts as a technical expert on standards and specifications related to ITS and utility assets. Finally, the unit is the primary authority at CDOT regarding Utility account management which includes processes, coordination with service providers and reporting of utility accounts.
About the position
The purpose of this position is to utilize their planning skills to develop short and long term plans for technology deployments and investments across the state and within all project delivery programs. Currently, all projects and individuals at CDOT have the ability to impact project scopes to include technology assets. The ITS asset class is expanding at an exponential rate, without the resources to properly maintain all the hardware deployed. This position will develop, implement, and maintain a plan regarding where ITS assets are truly needed, where ITS assets could be removed or relocated, and where existing ITS assets need to be replaced.
This position will leverage the ITS Architectures developed by the ITS Asset Management Unit as well as by the USDOT to identify what technologies need to be defined and incorporated in short and long term CDOT project plans. The ITS Architecture should define what the technology is, how it is used, and how the success of the technology is measured. By taking that information and doing the research for each technology service, this position can create useful plans for future deployments and replacements. This position will also help identify how the ITS Branch can become better incorporated in the CDOT planning processes.
Your duties and responsibilities will include, but are not limited to, the following:
Analyzes potential ITS Architecture frameworks, compares it to ITS' existing inventory of assets, interviews stakeholders, and documents how each ITS Architecture package can be applied to current assets.
Identifies all existing and deployed technology architectures and determines the pros and cons of each system.
Methodically works through all the technology solutions CDOT currently has deployed and determines how to best layer each one’s needs into one holistic plan.
Coordinates with internal and external stakeholders to document progress and achievements of all technology packages deployed.
Works closely with region planners, the ITS Asset Manager, and ITS Project Development Manager and provides ITS Architecture expertise to develop and implement a multi-year roadmap for all technologies deployed and decommissioned within the ITS environment. This includes the “behind the scenes” assets, such as computing, firewall and network gear that all technology relies on.
Prepares, analyzes, and develops reports utilizing a variety of reporting tools.
Develops regularly scheduled and ad hoc reports for end users and data quality management.
Gathers functional and technical requirements to design, build, test, deliver and manage data repositories, reporting, ETL, data warehouse, registry or data collection forms and dashboarding functions.
Researches how technology works, including all the components that make up any given technology solutions, and understands thoroughly how end users access the technologies.
Work with Staff Traffic and the Region Traffic groups to determine the need of future technology using safety analyses and crash data.
Work with the SEA Lead to review SEA documents and enforce that projects are following the ITS Architecture Plan. Projects must align with the ITS Architecture Plan.
When a new technology is identified, work with the ITS Asset Manager to develop the system specific architecture and update the ITS Architecture Plan.
When the ITS Architecture Plan is finalized, make sure it is in an ADA Compliant Format and publish the document.
Conduct training for project teams to understand how to utilize the ITS Architecture Plan.
This job duty requires a valid driver’s license to make site visits for proposed and ongoing projects, as well as to meet with stakeholders.

Experience Only:
Seven (7) years of relevant experience in an occupation related to the work assigned to this position. Examples: ITS Assets, ITS Project Management, IT Project Management, Network Services, T echnology/Product Lifecycle Manager, Engineering Background, Planning.

Education and Experience:
A combination of related education, formalized apprenticeship program, certification, and/or relevant experience in an occupation related to the work assigned equal to seven (7) years.

The exceptional applicant will possess the proven ability or accomplishment in the following:
Demonstrated success with the duties listed in the Description of the Job section.
Years of State service experience related to the duties of this position.
Depth and breadth of Project Management experience.
Knowledge of ITS systems and devices. Ability to understand safety analysis and crash data reports.
Ability to prioritize competing needs (ex engineers want to increase VSL corridors, but the maintenance staff isn't increasing. Document the decision made going forward with data and facts.)
Comfortable giving presentations to large audiences.
Comfortable leading meetings with competing stakeholder needs with the end goal to have all stakeholder aligned in the same direction.
Ability to prepare a high level schedule to show the timing when systems will be installed. Many technology systems will be built in multiple phases or throughout several projects.
Comfortable with making deliverables ADA Compliant.
Ability to do a high level cost benefit analysis to balance the complexity and the cost of a technology system planned to be built. (increased complexity increases the cost so we need to understand where that sweet spot is so that we can maximize tax payer dollars while getting the most out of a system safety wise).
Fluency in Microsoft Office Suite (Excel, PowerPoint), SAP, Google, SharePoint and the ability to learn other software systems.
