Job Description
Job/Research Summary
The National Renewable Energy Laboratory (NREL), located at the foothills of the Rocky Mountains in Golden, Colorado is the nation's primary laboratory for research and development of renewable energy and energy efficiency technologies. The Joint Institute for Strategic Energy Analysis (JISEA) provides leading-edge, innovative, high-impact programs and research to guide global energy investment and policy decisions and to support education and human development. Working collaboratively to synthesize the perspectives and input of a broad range of stakeholders, JISEA leverages these programs and research to identify emerging showstopping challenges to clean energy technology RDD&D and develops multi-sector teams to develop and implement solutions. The American Made Program, located within JISEA, includes NREL’s strategic administration of DOE’s portfolio of prizes.
JISEA is seeking a dynamic, organized, impact-driven project leader to implement a variety of innovative government competitions and programs. We are looking for a team player with the capabilities and talents tooled end-to-end execution of multiple prizes concurrently, providing direction to a junior prize lead who is executing the day-to-day tasks of managing a prize competition from creating submission forms for the HeroX competition platform to securing competition judges and preparing selection statements based on judges’ scoring. The Prize Portfolio Lead is ultimately responsible for the development and execution of a successful portfolio of prizes and the mentoring of prize leads that focus on execution as well as supporting the broader team when needed. More senior staff in the role also contribute to overall prize program strategy and/or strategic staff mentoring and development, depending on their talents capabilities, and interests.
Overall Objective of the Role : Alongside a strong execution team, the Prize Portfolio Leader leads customer relationship for a portfolio of prizes within the American Made Program, including development and execution of project Annual Operating Plans, facilitates the prize competition from the prize design stage through oversight of whole scope/schedule/budget
On a given day, you will find yourself, in coordination with the American Made Program Manager, managing a portfolio of prizes including setting the strategy for prizes and drafting rules by leveraging your competition or prize knowledge to work with the prize sponsors on effective design that meets clean energy transformative goals, working with the execution team to ensure high quality and high market impact delivery.
This job requires working within a larger team of prize leads supporting and collaborating with you on collaboration collaborating with other Prize Portfolio Leads and Prize Leads an ability to support a project team while infusing your expertise in projects and competitions. It also requires a creative attitude and an interest in supporting multiple projects. In this role you will gain an advanced understanding of executing the prizes and competitions in the federal sector, on domain topics that match with your interests and educational background.

Job Activities:
Client Relations and Project Management Duties
Responsible for client relations and managing scope, schedule, budget for each prize program which generally includes preparing annual budgets, holding regular project meetings, tracking and delivering milestones, monitoring project cashflow, proactively raising issues with NREL management, and managing client expectations.
Attend DOE / NREL program meetings and/or strategy sessions to be aware of DOE and NREL research priorities to align prize goals, metrics, deliverables accordingly.
Manage and report on budgets, spending, metrics, and deliverables to NREL management and DOE.
Prize Implementation Duties
Responsible for writing rules documents, ensuring DOE obtains proper approvals prior to launching a prize, adhering to legal and ethical standards for administering prize competitions under the America COMPETES Act (https://www.law.cornell.edu/uscode/text/15/3719) .
Provides direction to and reviews the work of a Prize Lead who executes many day-to-day competition tasks under direction of the Prize Lead.
Assist with connecting competitors to organizations within the American-Made Network of clean energy technical assistance providers, including matching competitors with a variety of national labs based on lab capabilities and competitor technical needs.
Support the expansion of the American-Made network as needed to meet the needs of each prize program. This typically includes developing a scope of work to issue in an NREL solicitation and serving as the selection committee chair in making determinations on awarding work to new subcontractors who join the American-Made network.
Review official documents, website content and the HeroX competition platform for accuracy prior to publishing.
Develop and present information to help external audiences learn about the various prizes and requirements.
Represent the program and individual prizes to external audiences in webinars, in-person events, social media announcements, and more.
Oversee the review and selection process including scoring analysis NREL provides to DOE for each prize.
Review selection memo for accuracy and approve prize payments to winners.
Participate in and help execute successful events, both virtual and in person.
Working with NREL communications to develop and execute prize communications plan
Follow all prize policies and procedures issued by NREL and DOE.
Travels domestically to events to support prizes and meet with clients.
Preferred Qualifications
Graduate degree in business, innovation, or science management, social sciences, engineering. A track record of identification of challenges and action to make change in the target system. Working knowledge of prizes or competitions, particularly those implemented within the federal government space. An understanding of complexity of making progress at the intersection of technology and society. An interest in working at a national laboratory supporting research in the public interest.

Basic Qualifications
PM- III Relevant PhD or equivalent relevant education/experience. Or, relevant Master's Degree and 3 or more years of experience or equivalent relevant education/experience. Or, relevant Bachelor's Degree and 5 or more years of experience or equivalent relevant education/experience. Advanced understanding and application of project management principles, concepts, practices and standards. Advanced knowledge of technical field and related disciplines. Contributes to the development of new principles and concepts. Excellent interpersonal, conflict resolution, teaming and communication skills.
PM IV-Relevant PhD and 4 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 7 or more years of experience or equivalent relevant education/experience. Or, relevant Bachelor's Degree and 9 or more years of experience or equivalent relevant education/experience. Expert understanding and application of project management principles, concepts, practices and standards. Expert knowledge of technical field and related disciplines. Exhibits an exceptional degree of ingenuity, creativity and resourcefulness. Outstanding interpersonal, conflict resolution, teaming and communication skills.

Annual Salary Range (based on full-time 40 hours per week)
Job Profile: Project Manager III / Annual Salary Range: $79,600 - $143,300
Job Profile: Project Manager IV / Annual Salary Range: $95,500 - $171,900
