Program Summary

KBR maintains and manages Army prepositioned stocks at the Army Field Support Battalion - Charleston (AFSBn-CHS) land site and aboard ship to include all logistics and maintenance operations. The KBR APS-3 Program is managed and executed at Goose Creek in support of the Army’s power projection doctrine and resources. The contract provides maintenance of APS-3 stocks (Class II, IIIP, IV, VII, IX) to ensure that unit sets stored aboard marine vessels are configured and maintained at optimal readiness. KBR provides limited maintenance and supply support aboard ship to ensure that equipment sets are maintained in a ready condition for emergency download and issue to operating units at the direction of the US Army. KBR also provides maintenance services and logistical support for other Army programs IAW individual scope of work contract requirements.

Job Summary

This inspector implements quality control and safety plans to ensure compliance with contract specifications and applicable regulations, verifies all phases of a variety of goods, services or operation for conformity to established quality, health and safety, and other operational standards by performing on-going work for compliance with contractual provisions; ensures all services listed on the performance requirement summary are performed in a satisfactory manner, specifies areas to be inspected (scheduled and unscheduled) and how often inspections will be accomplished, communicates deficiencies to proper persons, maintains Quality Control files, and documents results of all inspections.

Roles and Responsibilities

  • The Quality Control Inspector 1 (Maintenance) is responsible for quality control of the maintenance process, as outlined in the Performance Work Statement (PWS), to include all applicable PWS requirements and Army regulations. This encompasses verifying inspections, repairs and services are in accordance with Technical Manual (TM) requirements and specifications, verification of shop level maintenance supply processes are followed (correct parts ordered / parts accountability / unserviceable recoverable and serviceable excess turn-in), records (both paper and electronic system of record) are complete and correct, function and load tests have been completed and passed, and the equipment and supporting records will successfully pass inspection by the government. This inspector participates in final presentation of equipment and documentation to the Government unless directed otherwise by Shop or Quality Management. The QCI 1 will also be responsible to monitor storage, use and disposal of hazardous materials, ensure facility safety compliance and adherence to documented safety processes. Verification techniques and methods consist of but are not limited to visual inspections of equipment, facilities, storage locations and documentation, diagnostic analysis, troubleshooting, vehicle operations, component testing, and utilization of calibrated test equipment.

  • This inspector champions continuous improvement principles and practices and enforces department and program policies and procedures; will assist in providing statistical data, trend analysis data and current equipment technical data updates to ensure accurate resources are determined in preparation for assigned missions; assists team leads and foremen with coaching and training team members in proper techniques and expected results based on verification inspection trends and observations; provides guidance and recommendations to management, supervisors, leads and employees in regard to meeting quality and safety standards; communicates clearly orally and in writing and works well with all employees and customers to ensure correct information flows consistently.

  • This inspector will verify the work of Automotive Workers, Motor Vehicle Mechanics, Warehouse Specialists, Material Coordinators, Heavy Equipment Mechanics, and Supply Technicians along with providing support to employees in Equipment Records and Parts Specialist (ERPS) skill sets.

Basic Qualifications (Required Education, Experience, Skills, and Certifications)

  • Four years directly related work experience with Military Maintenance and/or Logistics and Unit Supply Systems OR certificate of training from vocational school or other recognized source with a major study in automotive maintenance, automotive technology, Logistics, Warehouse Management or other related field and four years directly related private sector work experience.

  • In lieu of formal course work, a combination of college credits, ASE Certifications, on-the-job training, other formalized training, or experience may be considered.

  • Basic knowledge of diesel engine and drivetrain fundamentals and electrical troubleshooting.

  • Must have a demonstrated knowledge of GCSS-Army to include exporting of reports.

  • Must have a demonstrated knowledge of unit level maintenance supply, to include the recoverable part process, condition codes and turn-in procedures.

  • Must have knowledge of MMIS (Modification management Information System) and be able to access it to verify reporting of completed safety messages and MWOs.

  • Knowledge of Military technical manuals and regulations.

  • Possess a valid State Motor Vehicle Operator License.

  • Must be able to obtain and maintain Common Access Card (CAC) requirements.

  • Must be able to obtain and maintain local base access.

Preferred Qualifications (Preferred Education, Experience, Skills, and Certifications)

  • Military background is preferred.

  • Good computer skills including Microsoft Excel and Word.

  • Good oral and written communication skills.

  • Previous or current CAC card holder preferred.
