National Park Service Engineering Equipment Operator Supervisor (Roads) in Grand Canyon, Arizona

Summary This position is located in Grand Canyon National Park, in the Facility Management Division. Career/Career-Conditional Full-time appointment. Responsibilities Major Duties: The Engineering Equipment Operator Supervisor provides leadership within the Roads and Signs Branch of the Facility Management and Engineering Division at Grand Canyon National Park and is directly supervised by the Deputy Chief of Operations. The incumbent oversees all operational, maintenance and construction activites associated with the parks roads asset portfolio that includes approximately 170 miles of paved and unpaved roads, over 3,775,000 square feet of parking lots, over 230 drainage structures and over 3,000 signs dispersed throughout the park. The incumbent is responsible for all administrative needs and planning of day-to-day and long-term work for a diverse trade staff comprised of a: WL-10 Engineering Equipment Operator Work Leader, three WG-10 Engineering Equipment Operators, five WG-08 Engineering Equipment Operators, WG-10 Wood Crafter and two WG-07 Sign Painters. Incumbent serves as Contracting Officer's Representative (COR) on government construction and service contracts and as Agreement Technical Representative (ATR) on task agreements. Area Information: This position is stationed at Grand Canyon National Park at the South Rim located in Northern Arizona. The South Rim is located approximately 60 miles north of Williams and 82 miles Northwest of Flagstaff at an elevation of 7,000 feet. Temperatures range from approximately 90 degrees in the summer to 0 degrees in the winter. Annual precipitation averages around 13 inches. Grand Canyon Village has schools K-12, a daycare center, post office, general store, churches, a recreation center with gym, a public library, a clinic with resident physicians, and several restaurants. The park community consists of some 2,500 people, including employees of the NPS and concessionaires and their family members. There are often employment opportunities for family members in the park and surrounding areas. The park community is small enough that many employees choose to walk or bike from their homes to work. Complete shopping, educational, medical and professional services are available in Williams and Flagstaff. Flagstaff has a population of about 75,000 and has multiple K-12 public and private schools, Northern Arizona University, and diverse community, medical and other support services. Recreational opportunities include hiking, backpacking, fishing, cross-country and downhill skiing, and golfing in nearby communities. South Rim Housing: Permanent and Term employees with a Full Performance Level (FPL) of a GS-09 or WG-8 and above will be provided the option of accepting assigned housing, participating in the normal bid system, or accepting shared housing. Permanent and Term employees with an FPL of GS-08 or WG-7 and below may be provided the option of participating in the normal bid system or accepting shared housing. Any employee assigned to shared housing may continue to bid into non-shared housing. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You must possess and maintain a current Class A, Type 1 (or higher) Commercial Driver's License. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Must be able to obtain and complete training to receive COR level 1 within one year of entry on duty. You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis. Applicants must be at least 18 years old. I am able learn supervisory and leadership skills associated with the maintenance and repair of auto and heavy equipment operation and maintenance, and the maintenance and repair of paved and unpaved roads and sign installation in accordance with Manual on Uniform Traffic Control Devices (MUTCD) and other appropriate standards. Physical Demands: While some work is sedentary in nature in an office setting, much of the work requires the incumbent stand, stoop, crawl, kneel, bend, climb and work in tiring and uncomfortable positions. Works overhead in stretched. awkward on in hard to reach locations. Must occasionally work in locations where he/she cannot see what his/her hands are doing which requires good dexterity and lift heavy objects over 75 pounds. Working Conditions: Work is indoors and outdoors in all kinds of weather ranging from 40 degrees below 0 F in winter to over 100 degrees F in summer, and at elevations of over 8,000 feet. When working indoors, most buildings are heated and adequately lighted. but is exposed to noxious odors and petroleum products when working on vehicles and equipment. Normal hazards area present when working close to equipment, tools, vehicles and machinery where cuts, bruises and falls may be encountered if proper precautions are not taken. Noise, vibrations, dust, dirt, and fumes are frequently present. Operates heavy equipment and heavily loaded trucks on narrow, mountainous roads when heavy visitor traffic is present and various sizes of trucks with restricted rear view in heavily congested visitor areas such as campgrounds. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
