The primary purpose of this position is to manage a diverse industrial hygiene, public health, occupational safety, and health program* at a military installation involving diverse aviation, industrial safety, public health, occupational activities, and provide advisory Bioenvironmental Engineering and Public Health services. Responsibilities Plans, directs, coordinates, and evaluates activities necessary to the overall management of a diverse industrial hygiene, public health, occupational safety, and occupational health program; conducts investigations and sampling of identified hazards of concern, mishaps, public health incidents, and hazardous conditions to determine origin, causes, and contributing elements. Analyses and prepares written evaluation reports concerning findings and proposed recommendations. Prepares supplements to instructions and manuals and develops specialized local instructions defining hazard control and mishap prevention programs and procedures based on interpretation and/or adaptation of higher command instructions and policies formulated by other federal government agencies. Reviews plans and specifications for events, new construction, major building alterations, and/or changes in equipment and monitors projects through completion to ensure compliance with industrial hygiene, public health, occupational safety, and occupational health codes and standards. Develops and provides technical industrial hygiene, public health, occupational safety, and occupational health training/instruction to supervisors, employees, unit health monitors, unit deployment monitors, and/or unit Bioenvironmental Engineering and Public Health program representatives on a wide range of work operations areas, such as Hazard Communication (HAZCOM), Respiratory Protection, OSHA expanded standards, ionizing radiation, lasers, electromagnetic frequencies, noise, public health concerns, bloodborne pathogens, food handling, medical intelligence, thermal stress, and ergonomics. Exercises supervisory personnel management responsibilities for a small subordinate staff, typically 7 or fewer positions. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) Administrative and Management Positions, GS-0018, Safety and Occupational Health Management Series. OPM Safety-and-Occupational-Health-Management-Series-0018 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes in or related to Safety and Occupational Health Manager that provided the comprehensive knowledge of the body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of industrial hygiene, public health, occupational safety, and health requirements sufficient to plan, direct, coordinate, and evaluate diverse industrial hygiene, public health, occupational safety, and health programs and advise key managerial personnel on courses of action affecting facility operations, work operations, work processes, human-machine relationships, etc., which impact on the health and efficiency of personnel, as well as on preservation of government property and equipment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of industrial hygiene, occupational safety, and health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation Bioenvironmental Engineering program; the requirements, methods, and techniques of accident/mishap investigation, analysis, resolution of Bioenvironmental Engineering problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of industrial hygiene, occupational safety, and health risks. Knowledge of accepted Public Health program principles, practices, procedures, techniques, laws, regulations, and current legislative issues as they relate to the military installation Public Health program and to effectively perform project development execution, statistical analysis, training, and advisory services. Knowledge of the principles, concepts, and methodologies of public health including communicable diseases, foreign diseases and their prevention, preventive medicine techniques, epidemiology, occupational safety and health, community environment, bacteriology, microbiology, laboratory techniques, diseases transmissible to man, biophysics, basic anatomy and physiology, medical administration, food and water safety and security, medical intelligence sources, biological warfare/terror agent detection and prevention, and disaster response. Knowledge of public health, industrial hygiene, safety, security, personnel management, and EEO regulations, practices, and procedures; Knowledge of basic OEH construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards; Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. Skill in sampling industrial hazards; evaluating public health issues; conducting mishap investigations; analyzing and evaluating hazardous conditions; preparing reports and recommendations and addressing risk assessment methods and techniques for safety code compliance; Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities. Ability to manage a small staff and carry out all phases of personnel management responsibilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
