Summary About the Position: Guantanamo Bay, Cuba is an accompanied tour position. The initial length of this overseas tour is 2 years and may be extended up to 5 years. Separation Maintenance Allowance is not authorized, except in special circumstances when for extenuating reason, family cannot be on the island. Responsibilities Prepare program/budget justification input for directorate requirements. Provide input on integration of plans, programs, and customer requirements for program budget based on regulatory guidance. Plan and develops a quality assurance program for contractor performance and compliance. Ensure work is performed within the scope of the contract utilizing government funds appropriately. Review programs to measure effectiveness of program activities in relation to program objectives, and budget. Conduct in-depth analyses and studies of program and project objectives to determine that existing IT program structures and systems are properly applied to achieve objectives. Specialized Experience: One year of specialized experience which includes financial performance data analysis and system/program analysis; directorate budget requests and execution plans; directing and managing administrative functions, policies and procedures, resource requirements, information technology (IT) and telecommunications equipment affecting operational requirements. Direct the accomplishment of special projects and tasking's; and resolves conflicting issues between managerial and technical aspects of authorities regarding assignments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above). Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
