Commander, Navy Installations INSTALLATION TRAINING OFFICER in Guantanamo Bay, Cuba

Summary You will serve as an INSTALLATION TRAINING OFFICER in the Commander Navy Installations Command of NAVSTA GTMO Guantanamo Bay, Cuba. Responsibilities You will advise, counsel, or instruct employees on work or administrative matters. You will conduct negotiations to settle matters involving significant or controversial issues. You will coordinate with staff on an international training program. You will plan and organize customer reviews to verify that customer requirements are being followed. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector as an Installation Training Officer supervising operational and training program. Specialized experience may include: 1) Establishing training, readiness, and exercise programs for an installation to meet mission requirements; 2) Developing detailed plans, goals and objectives for long-range implementation and administration of training/readiness programs; 3) Presenting recommendations and solutions regarding complex issues based on analysis and evaluation of training and readiness issues; and 4) Utilizing Mission Essential Task List (METL) and Defense Readiness Reporting System (DRRS) in developing/coordinating realistic and challenging integrated training exercises. The work requires some walking and climbing associated with the execution and planning of training events, including some assignments that may require the physical ability to drive to site along with occasionally being exposed to the weather (heat, cold, rain, snow, etc.). During the conduct of training events, the incumbent may be expected to stand for long periods of time during exercise evaluation or be expected to move props and training aids in support of training events. Regular and recurring physical exertion may result from the activities inherent in performing in this position. Work Environment: Most functions are performed in an office setting, adequately lighted, heated, ventilated, etc. The majority of work is performed in reasonable well-appointed office spaces. There may be Local travel and occasional travel to other navy installations within the United States for exercise planning purposes. Incumbent may be required to perform some work on board ships and other locations for coordination, observations, or evaluation purposes when planning and conducting regional training exercises.
