Summary You will serve as a INTERDISCIPLINARY COMMUNITY PLANNER/ENGINEER/ARCHITECT in the Naval Facilities Engineering Command, Department of Navy of NAV FACILITIES ENGINEERING COMMAND SE. Responsibilities You will develop construction cost estimates to be used for budget and planning purposes. You will discuss architectural and engineering project information with customers to assess their needs You will draft Architect-Engineer reports to provide project status updates to higher level management. You will evaluate architecture and engineering construction projects to recommend and implement initiatives for improvements. You will deliver briefings to management to gain support of architectural and engineering project execution. You will review plans, specifications and cost estimates for assigned projects requiring technical capability in electricity, water, sewage and other commodities to ensure all future projects consider efficient energy usage. You will present reports both orally and in written form. Requirements Conditions of Employment Qualifications In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing planning recommendations for construction, demolition, energy, maintenance and facilities development projects; 2) Reviewing engineering/architectural drawings or specifications for construction, demolition, energy, maintenance, facilities development projects to identify inconsistencies; 3) Using planning systems and automated data bases to capture spatial or geographic data to support facility planning. During field visits and facility inspections at assigned activities, the employee may lift loads less than 20 pounds, climb stairs and ladders, walk, stoop, bend, and stretch to reach objects. The incumbent travels within the area of responsibility approximately 25% of the time. WORK ENVIRONMENT The incumbent's work place is a typical office equipped with adequate ventilation, air conditioning, heating, lighting and toilet facilities. The incumbent is not normally exposed to hazardous substances or environments in the performance of duties. The incumbent must obtain, maintain and use a Government travel card. Incumbent must: Work with Community planning with respect to Shore Based Facilities, community planning, and Navy Real property matters. Be familiar with engineering Design, construction management, contracting (especially Base Operating Service Contracts), and a wide variety of environmental requirements. Knowledge of federal agency programs and activities, as well as their mission, policies and objectives is highly desirable. Have the ability to use computer programs for computations involving analysis and estimates of facility or production projects. This is a Defense Acquisition Workforce position that requires an Engineering and Technical Management, Practitioner acquisition certification. The incumbent has 60 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 6000.66. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must meet the following basic education requirements for Series 0020: Community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Applicants must meet the following basic education requirements for Series 0807: A bachelor's or higher degree from an accredited college or university in a landscape architecture or landscape design OR successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in landscape architecture in an accredited college or university. Applicants must meet the following basic education requirements for Series0808: Bachelor's or higher degree in architecture or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems Applicants must meet the following basic education requirements for Series 0810-and-0896: Bachelor's or higher degree in Engineering from an accredited school of engineering (1) with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
