The Unarmed Security and Custody Boat Officer provides for the care and custody of the migrant population in accordance with the operational policies, procedures and processes developed by the Project Manager under the general supervision of the Shift Supervisor. Provides security, general, administrative, and technical support for assigned contract to include inventory and reporting. Maintains a high level of confidentiality for daily business decisions and operational functions. Along with conducting functions as a custody officer, the boat officer will be responsible for the basic operations of the assigned craft. This will include making routine runs as needed, as well as basic preventative maintenance on the vessel.

Responsibilities

  • Implements ongoing program-wide compliance with contract and company policies, procedures, and guidance, with applicable laws and regulations.

  • Assist in the repatriation of all migrants and process all new and incoming migrants.

  • Conduct security patrols and inspections as directed.

  • Assist in OJT training to new officers.

  • Comprehend and apply written and verbal orders, rules and regulation provided in English.

  • Produce and maintain security related documents, reports, forms, and logs as directed.

  • Safely operate a motor vehicle.

  • Communicate and interpret written rules, regulations, detailed written orders, training instructions and materials in English; and be able to compose reports.

  • Provide good judgment, courage, alertness, an even temperament, and an ability to render satisfactory performance thorough knowledge of his/her position responsibilities.

  • Maintain poise and self-control during situations that involve mental stress.

  • Will be assigned to overnight, weekends, or holiday shifts to support 24/7 operations.

  • Complete assigned administrative tasks by leadership.

  • Assist with the set up and maintenance of tents to include set up and break down of tents and the setup of pertinent equipment, for example lighting and generators and cots.

  • Conduct operational inspections of program activities, office, vehicles, equipment, etc.

  • Assists with inventory, supplies, emergency equipment and vehicle maintenance.

  • Perform other duties as assigned.

  • Routine and after-hours vessel operations.

  • Ensure safety and seaworthiness of craft and passengers at all times.

  • Ensure preventive maintenance is conducted and any issues needing further maintenance, are escalated to management.

Qualifications

  • Possess a High School diploma or equivalent.

  • United States resident.

  • Have at least on (1) year of experience in public or private security, law enforcement, or US Military related field, and

  • Preferred bilingual in Spanish or Creole

  • Proficient with MS Word and Excel and be familiar with “smart” phone and general computer technology.

  • Work schedule may fluctuate according to work demands including evenings and weekends, periodic long and irregular working hours. Travel required frequently between offices, within the service area, and to attend meetings and conferences as required to fulfill the obligations and responsibilities of the position.

  • Available to work a flexible schedule, including nights and weekends.

  • Able to work outside in 80 – 90- degree weather.

  • Able to lift 50 lbs.

  • Able to stand for long periods of time.

  • Ability to obtain a Guantanamo Bay Maritime License.

  • Preferred small craft licenses.

  • Preferred small engine repair experience.

  • Must be proficient in sea navigation and maritime communications.

  • Must be able to maintain 100 percent safety at all times with or without passengers aboard.
