Summary See below Responsibilities Serves as the Director, US Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL), which is one of seven laboratories in this Center. As an ERDC corporate officer and member of the ERDC Board of Directors, the Director ERDC-CRREL is responsible for the efficient and effective accomplishment of the overall ERDC mission, as well as the specific mission of ERDC-CRREL. Responsible for directing the accomplishment of the Laboratory mission by providing top-level leadership and direction to the scientific and engineering research and support activities of the Laboratory. This includes management of the basic and applied research, development, and engineering programs related to weather-affected terrain impacts on military sensing, mobility, environmental quality, and civil engineering. This also includes cold and extreme environment impact on Army materiel and operations as well as Army civil works construction, operation and maintenance of facilities and activities, and the development of measures to minimize the adverse effects of cold on these activities. Responsible for promoting, sustaining, and directing research to understand the nature and characteristics of snow, ice, frozen ground, and other materials in cold environments, including their interrelationship with other environmental parameters and the impact of human activity on the environment in cold regions and the impact of battlefield environments on military sensors. Laboratory efforts directed include consultation and engineering services for battlefield environment and cold regions problems. Remote sensing and GIS technology applications also spans topics associated with maximizing the benefits from new and emerging remote sensing and GIS technologies and deliver results to all customers. Research activities directed involve, but are not limited to, the fields of soil, rock, ice, and snow mechanics, physics, chemistry, geology, glaciology, geophysics, hydrology, meteorology, physical geography, remote sensing and geospatial information, soil science, botany, biology, agronomy, mathematics, civil engineering, mechanical engineering, and electronic engineering. These research activities play a significant role in furthering basic knowledge of materials, environments, engineering concepts, and construction techniques in cold environments. The Director ERDC-CRREL serves under the general direction of and receives broad strategic guidance from the ERDC Director and supervises a workforce of approximately 200 Federal employees and oversees the actions of approximately 100 contract personnel in carrying out mission requirements with an annual operating budget of approximately $160M. The incumbent is required to travel on both scheduled and unscheduled aircraft, and other modes as required, under conditions specified under the DoD Joint Travel Regulations. The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision-making process. Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. (1) Mandatory Executive Core Qualification (MANDATORY SUBMISSION) (ECQ) All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Use the Challenge-Context-Action-Result (CCAR) Model to describe your accomplishments. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1-inch margins. Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) graduates, who have been certified by the OPM do not need to address ECQs. However, Current or Former SES members must provide an SF-50 showing their status or reinstatement eligibility and Candidates who have successfully graduated from an OPM approved Candidate Development Program must submit a copy of their ECQ certification. ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (2) MANDATORY TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: TQ 1: Ability to formulate and direct policies that apply to a wide-ranging program of research, development, test, evaluation, and special technical support across a large, multi-disciplinary organization related to assessing, analyzing, predicting, and developing solutions through science and engineering for extreme environments and cold regions. Education Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
