DESCRIPTION OF WORK The Fiscal Management Specialist 1 must be able to calculate and apply multiple indirect cost rates, and identify unallowable costs. Interpretation and application of fiscal coding is needed. The employee must be able to interpret the fiscal guidelines particular to that program and determine if the program office needs to be contacted or if additional information is required from the grantee pertaining to the fiscal/budget, or other, information they have provided. This position performs multifaceted analysis for each FER to determine the eligibility of claimed costs based on extensive knowledge of financial and program guidelines applicable to each program area. This function requires a working knowledge of at least nine different sets of program guidelines to ensure accurate analysis in this process. Work includes managing the routing of contracts through the approval steps. Additional duties include using various computer applications; e.g., the Department's Financial Accounting Information System (FAI), Consolidated Online Logging and Tracking System (COLTS), Contractor Responsibility Program System (CRPS), and the eGrants system to perform this application/contract fiscal administration work.

Work Schedule and Additional Information: Full-time employment. Work hours are 8:00 am to 4:00 pm, Monday - Friday, with 30-minute lunch. Telework: You may have the opportunity to work from home (telework) part-time, the employee must report to the office every Thursday. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. Salary:In some cases, the starting salary may be non-negotiable. QUALIFICATIONS Minimum Experience and Training Requirements: One year as a Financial Programs Trainee; or One year of experience in paraprofessional fiscal administration work, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or An equivalent combination of experience and training.
