Summary THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Joint Operations Center (JOC), Hartford, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel, assigned to the JOC of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel, and all current traditional members of the Connecticut Army National Guard, assigned to the JOC. Responsibilities This is an indefinite position. JOB SUMMARY: The purpose of this position is to assist in the management of the JOC, operating on a 24 hour/ 7 days a week rotating shift basis monitoring and carrying out duties which include: overall mission status of an armory or base and its assigned units, installation security, initiating emergency procedures, Crisis Action Team notification, and other duties critical to the conduct of the mission. Through authority granted by the Adjutant General, employees are empowered to act independently, coordinating with the Adjutant General and his staff, in order to accomplish the mission or meet the emergency response. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Assists in the management and daily operations of the Joint Operations Center. Takes calls from Federal, state and the public on exchange of information and records all pertinent data. Examines, analyzes and interprets data from a variety of resources, i.e., interrelated electronic monitoring instruments, visual displays, area maps, news reports, and electronic mail to detect conditions of the area, either normal or abnormal. May participate with the JOC Manager in briefing key staff members on significant emergency situations and providing situational assessments requiring response and recommendations for appropriate action. During joint forces exercises or actual emergencies, serves as a member of the JOC emergency response team to provide support to either the Federal, state or public operations. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Administrative or clerical experience which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following: Experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions. Experience demonstrating the ability to advise lower graded employees. Experience working independently and setting priorities with very little supervisory control. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of and skill in applying an extensive body of Federal, state and public sector, regulations, methods, and procedures to perform a wide variety of joint operation center assignments and to handle a wide range of problems and situations. Knowledge of the mission, organization structure, and the role other agencies play in the successful completion of the Joint Operations Center. Skill and ability to perform work and function effectively during periods of high stress. Skill during these high stress/emergency periods to: analyze and evaluate a variety of events/occurrences that require making instantaneous decisions; setting priorities and exercising judgment in resolving events; recording pertinent data; and ability to provide, effective communication, both orally and in writing, in order to provide factual and concise information to a wide range of personnel and organizations as to current events and status of the Joint Operations Center. Knowledge of, and skill in using, a variety of communication devices, both voice and data, for receipt and delivery of information essential in executing the mission. Knowledge of and skill in maintaining security of all classified information to include voice communications and hardcopy materials, as well as security of the joint operations center facility. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Application): Enlisted: E-4 through E-7 UNIT OF ASSIGNMENT: Any unit within the state SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance. Education No substitution of education for specialized experience. Additional Information Primary Change of Station (PCS) relocation expenses will NOT be paid. To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. In order to avoid losing your incentive eligibility, you should check with your serving incentive manager (CTARNG-G1 or CTANG-Retention Office) prior to accepting an offer for the position. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies: Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
