Job Description:

To support our growing business and continued focus on mental health, we are seeking to hire a Chief Psychiatric Officer. The leader will facilitate the delivery of high quality, appropriate and cost-effective mental healthcare for CVS Health’s members, which includes guiding the development and implementation of mental health strategies, tactics, policies and programs to ensure appropriate outcomes.

The Chief Psychiatric Officer is a key member of CVS Health leadership, who will guide and coordinate a consumer-centric approach to mental healthcare and overall mental wellbeing in alignment with the mission, vision and core values of the broader enterprise. This role collaborates within the Mental Wellbeing organization, as well as with key leaders across the broader organization and clinical community, operating with a high level of influence on strategic planning in order to strengthen the company’s consumer-focused mental health approach.

This role may be remote with expected travel to CT and RI once business travels resumes.

Fundamental Components:

  • Serves as the primary subject matter expert and thought leader within the areas of psychiatry and mental health within CVS Health.

  • Represents CVS Health, related to behavioral health and mental wellbeing, to the external communities including customers, academic partners and provider organizations. Uses externally facing interactions to inform strategy from the patient, customer and provider perspective.

  • Supports the CVS Health Chief Medical Officer related to behavioral health strategy as it integrates with the overall clinical strategy; serves as a point of clinical integration with the broader medical and clinical community and provides the overall medical perspective to the behavioral health community.

  • Responsible for leadership of enterprise Mental Wellbeing (Behavioral Health + Resources for Living) clinical management activities and Medical Director team, which includes the accountability for shaping clinical programs and policies and acting as a key business partner in product design, strategic planning and sales/marketing activities.

  • Provides strategic direction and implementation oversight of mental health capabilities in CVS Health MinuteClinic and Health Hubs, and uses internal relationships to implement mental healthcare delivery innovation through integration of peers and virtual care / digital assets within the current delivery system.

  • Provides consultation to mental health focused teams existing outside of the Mental Wellbeing organization (i.e. Medicaid/Clinical Services).

  • Defines, develops and guides clinical functions for the Mental Wellbeing organization in collaboration with Member Experience and product leadership.

  • Responsible for overall mental health policies to ensure the appropriate and most cost-effective care is received, and for the day-to-day leadership of experienced Medical Director team. Leads Medical Director teams in the coordination of quality care, and increases Medical Director engagement in strategic initiative and external facing policy and advocacy activities.

  • Develops and sustains a medical and clinical community that is mutually collaborative and supportive of members, customers and business.

  • Leads, develops, directs and implements clinical and non-clinical activities that impact mental healthcare quality, cost and outcomes.

  • Leads and drives clinical strategy and performance for members receiving care from both mental health and Resources for Living professionals; drives the strategic agenda for clinical management and provides strategic guidance to clinical services teams in matrixed support functions, i.e. CM, UM, QM.

  • Ensures compliance with clinical goals through monitoring care and utilization management performance.

  • Responsible for recommending changes and enhancements to current managed care, review guidelines and clinical criteria based on extensive knowledge of mental healthcare delivery systems, utilization methods, reimbursement methods and treatment protocols.

  • Develops, implements, and interprets mental health policy including medical necessity criteria, clinical practice guidelines and new technology assessments.

  • Designs and implements strategic programs (i.e. suicide prevention program) and targeted campaigns to address targeted strategic initiatives and areas of focus.

  • Acts as lead clinical liaison to network providers.

  • Oversees and ensures compliance with all applicable federal and state regulations.

  • Leads a virtually integrated staff (including clinical and non-clinical members) across multiple geographies.

  • Provides subject matter expertise to support market growth opportunities including being a subject matter expert for prospects and plan sponsors.

  • Maintains industry connections to further industry thought leadership position.

Background Experience:

  • 15+ years experience in the mental healthcare delivery system; significant post-graduate direct patient care experience

  • 5 years leadership or management experience in the healthcare industry with focus on mental health roles

  • Depth of clinical knowledge within psychiatry and mental health fields

  • External speaking and involvement within the medical community, including direct engagement with customers, business leaders and industry organizations

  • Doctor of Medicine (M.D.); Board Certification in Psychiatry

  • Active and current state medical license without encumbrances
