The Adult Services/Adult Mental Health Operations Manager provides managerial operations support for Dakota County's Adult Mental Health Initiative and mental health programs. This role will focus on mental health system coordination, contract development and oversight, policy implementation, budget and fiscal management, implementation of technology tools, data analysis, reporting, community engagement, workflows, performance measurement, and direct supervision of Program Coordinators and/or Supervisors and their units as assigned by Deputy. Duties & Responsibilities These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions. 1. Directly supervises program supervisors, program coordinators and/or other section staff as assigned by Deputy Director. 2. Directly oversee Adult Mental Health Initiative (AHMI) operations, including grant compliance, reporting and budget management. 3. Directly oversee contracted vendors, including contract compliance, reporting and budget management. 4. Strategically partner with and serves as primary conduit to/with Administrative Operations (AOQA) Managers and Supervisors supporting Adult Services/Adult Mental Health for system implementation, training, data analysis, and other administrative and quality assurance support. Co-support AOQA functions related to these roles, training, tools, reports, and core processes. 5. Assure coordination and effective collaboration of shared tools, training, reports, and processes with Supervisors and Coordinators in related service areas that Operations Manager is not directly supervising. 6. Coordinate and Oversee the development, implementation, and updating of Adult Services/Adult Mental Health policies and processes to maintain compliance with Federal and State regulations, workload balance, and workflow efficiencies. 7. Assist Deputy Director in engagement with Board (including Request for Board Actions). 8. Assist Deputy Director with developing and implementing strategic financial plans, integrating business strategies with County and State goals, and budget management. Ensure maximum billing and fiscal efficiency for program expenses and revenues. 9. Monitor legislative and policy changes in order to identify potential program or fiscal impacts and implement appropriate program or policy changes in response. 10. Responsible for quality assurance processes (e.g. audits, customer surveys) and analysis. 11. Coordinate and monitor all activities associated with the Adult Mental Health Initiative (AMHI), including system coordination, budget management, monitoring grant plan, reporting, and contract and outcome monitoring. 12. Serve as staff liaison to advisory groups, including the Local Advisory Council for Adult Mental Health 13. General Duties/Responsibilities: Develop and maintain a service-oriented approach and integrated ser ices delivery framework to support the operations of Adult Services/Adult Mental Health/Adult Mental Health Initiative Develop and maintain contacts throughout County, Region and State to efficiently and effectively carry out the responsibilities of the position. Analyze outcome and production indicators to identify program performance trends and service needs, providing recommended improvements, and lead Adult Services/Adult Mental Health efforts. Oversees development and updating of public communication regarding access to Adult Services/Adult Mental Health/Adult Mental Health Initiative and information and resources (e.g. highlights, external web page) Promote a diverse, culturally competent, and respectful workplace Provide support for other management team members as needed. Assist and represent Deputy Directors of Adult Services as assigned/requested. Essential functions: 1-13 Knowledge, Skills & Abilities and Work Environment Considerable knowledge of Federal, State, County programs, policies, and procedures applicable to Adult Mental Health including Adult Mental Health Initiatives Considerable knowledge of the human services field including community corrections, public assistance, public health, veterans services, and adult/family/child social services Considerable knowledge of strategic planning, data collection and analysis Demonstrated ability to identify, surface and resolve conflict Demonstrated ability to inspire teamwork, alignment and collective action among diverse collaborators Ability to exercise sound decisions within the framework of State, County, Division, and Department guidelines Ability to work both independently and with team members Ability to communicate effectively both verbally and in writing Ability to use good judgment and make decisions Ability to train, coach and supervise subordinates WORK ENVIRONMENT: Work is primarily sedentary; it is usually accomplished while incumbent is comfortably seated at a desk or table. There is some walking, travel, and carrying of lightweight items such as briefcases, notebooks, and work papers.
