Job Description:
Project Engineer (PE) for the Littoral Combat Ship (LCS) and Joint Operating & Control Electrical Network (JOCELN) Programs . The PE is responsible for the technical execution of the program to include system architecture, requirements management, software development, hardware design and delivery, hardware/software integration, subcontractor management, and compliance with Risk Management Framework (RMF) cybersecurity requirements and controls.
Essential Functions:
Act as technical lead that provides direction in the use of Systems Development methodologies and processes (per SEI CMMI and/or ISO 9001/AS 9100 compliant processes to execute assigned tasks).
Establish schedule, resource, budget, and tool requirements for each engineering project
Oversee and manage schedule and technical execution of engineering projects within budget and staffing constraints, and program guidelines set by the Program Manager and customer.
Drive engineering team execution of each project; lead, direct, and review the work of assigned project team members, coordinating closely with Functional Managers on staffing requirements
Develop cost estimates for assigned tasks and proposed work
Identify and manage project technical and lifecycle risks and opportunities
Serve as the single point-of-contact between Program Management, the engineering project team, and front line Functional Management.
Lead and participate in Technical and Cost Proposal development
Lead Integrated Product Teams (IPTs) comprised of Systems Engineers, Hardware and Software Engineers, and SMEs from other engineering disciplines
Act as an advisor to senior management and customers on advanced technical studies and applications
Act as Control Account Manager (CAM) for the project, providing regular EAC and ETC reports
Use performance metrics, earned value, and other techniques to measure and control system development efforts; recommend organizational process improvements where appropriate
Communicate within and outside of the organization to direct activities, perform tasks, explain changes, and implement project requirements
Ensure system architecture and related documentation is developed according to project standards
Assess and advise program management regarding the impact of scope, schedule, staffing, and budget modification requests
Ensure that applicable Engineering processes are followed and suggest process improvements (as appropriate) on assigned projects
Lead technical exchanges with customers and suppliers; support customer visits and travel for new or ongoing business activities
Qualifications: (refer to Career Framework)
US Citizenship required
Must possess or be able to obtain and maintain a security clearance; Secret (or higher) security clearance is highly desired
A Bachelor’s degree in Engineering (System, Electrical, Mechanical, or Computer), Mathematics, or Computer Science
Minimum 6 years engineering development experience (or 4 years with Graduate Degree); inclusive of 1 year of engineering team leadership experience
Experience and knowledge in requirements analysis, software development and testing, and hardware/software integration for machinery control systems
Experience in the design, construction, testing, and operation of vessel machinery and electrical systems
Fundamental understanding of industry accepted design methods and practices, including design spaces/tradeoffs, test data analysis, and requirement/specification change processes
Experience and knowledge in developing, proposing, managing, implementing, and testing products and system solutions in Electric Propulsion, Machinery Control, and Damage Control systems
Recent experience and direct participation in technical and cost proposal development
Preferred Additional Skills:
Model Based System Engineering (MBSE) and Digital Engineering experience and knowledge is desired
A technical Master’s degree (i.e., MSEE, MSCS, MSSE, etc.) is highly desired
Comprehensive, in-depth knowledge of project management
Strong knowledge of Software Development and System Engineering processes
Strong knowledge of system architecture and component design of maritime propulsion and machinery control systems
Working knowledge of hardware and software-based network systems, communications, embedded systems and systems integration environments
Working knowledge of MIL-SPECS, DOD regulations and practices, and Critical Path management systems
Excellent communication skills, both verbally and written
Navy or related military experience is highly desired
Shipyard and/or ship system integration experience is a plus
Working knowledge of MIL-SPECS, DOD regulations and practices, Classification Society rules (ABS, DNV, ABYC, etc.), and Critical Path management systems
Well versed in Microsoft project management tools, VISIO, and Microsoft Office applications
Ability to work across functional organizations, both internally and externally
10% travel is anticipated, to include periods aboard vessels in offshore environment
