Specific Requirements Must possess or be able to obtain a Class C boiler operator s certificate in a timely manner. Must be knowledgeable of maintenance practices, procedures, safety regulations and guidelines. Must possess leadership and supervisory ability and willingness to work harmoniously with professional and non-professional personnel. Ability to read and interpret blueprints. Knowledgeable in building codes and safety regulations. Ability to plan and carry out programs in repair, new construction, and equipment installation. Must be knowledgeable in boilers, compressors, generators, etc., as well as various mechanical, electrical and plumbing systems. Must be able to read, write and speak the English language in an understandable manner. Possess the ability to make independent decisions when circumstances warrant such action. Possess the ability to deal tactfully with personnel, residents, visitors and the general public. Must be willing to seek out new methods and principles and be willing to incorporate them into existing practices. Must not pose a direct threat to the health or safety of other individuals in the workplace. Must be able to function independently, have flexibility, and the ability to work effectively with personnel and support agencies. Be able to follow written and oral instructions. Must possess the ability to plan, organize, develop, implement, and interpret the programs, goals, objectives, policies and procedures, etc., that are necessary for maintaining a safe and adequate environment. Ability to resolve problems that may arise. Experience in a healthcare environmental services position is preferred. A minimum of three-(3) years experience in a supervisory capacity, in a healthcare maintenance/plant related position is preferred. Training in construction, maintenance, or building codes is preferred. Departmental Duties and Responsibilities Plans develop, organize, implement, evaluate, and direct the Environmental Services Department, as well as its programs and activities, in accordance with current rules, regulations, and guidelines that govern the long-term care facility. Coordinate housekeeping, maintenance and laundry services and activities with other related departments. Develop, maintain, and periodically update the departmental policy and procedure manuals in order to promote efficient use of departmental resources. Develop, maintain and implement an effective preventive maintenance program for maintaining the facility and equipment in a safe and operable manner. Actively participate in the facility and departmental quality improvement process striving to maintain the highest quality of departmental services consistent with resident needs. Develop, implement, and maintain an ongoing quality assurance program for environmental services. Make daily rounds of the facility and grounds to ensure that the grounds, facility and equipment are maintained in accordance with established policies and procedures in keeping with resident needs. Participate in surveys made by authorized government agencies. Review and develop a plan of correction for Environmental Services deficiencies noted during survey inspections. Make written and oral reports/recommendations to the Administrator, as necessary/required, concerning the operation of the Environmental Services Department. Assume the authority, responsibility, and accountability of directing the Environmental Services Department. Assist in standardizing the methods in which work will be accomplished. Ensure outside services are properly completed/sup rvised in accordance with contracts/work orders. Other functions as deemed necessary and appropriate, or as may be directed by your supervisor. COMMITTEE FUNCTIONS Serve on, and attend various committees of the facility as required, or as appointed by the Administrator. Provide written and/or oral reports of the Environmental Services programs and activities as required, or as may be directed by such committee(s). Evaluate and implement recommendations from established committees as they may pertain to the Environmental Services Department. Evaluate and implement recommendations from the facility s committees, e.g. Safety, Infection Control, etc., as they may apply. PERSONNEL FUNCTIONS Determine the staffing needs and organizational structure of the Environmental Services Department necessary to meet the needs of the residents and facility in coordination with the Administrator. Recommend the number and level of environmental services personnel to be employed. Develop work assignments and schedule duty hours for Environmental Services staff. Meet with department personnel, on a regularly scheduled basis, and solicit advice from inter-department supervisors concerning the operation of the department, assist in identifying and correcting problem areas, and/or the improvement of services. Delegate and monitor responsibilities to departmental staff consistent with their training, experience, competence and legal authorization in accordance with facility policy. EQUIPMENT AND SUPPLY FUNCTIONS Recommend to the Administrator the equipment and supply needs of the department. Assure that an appropriate stock level of supplies, equipment, etc., is maintained to adequately meet the needs of the resident. Inspect, maintain and test fire alarm and emergency systems in accordance with established policies, procedures, and requirements. Maintain appropriate records of test results. Establish a priority system on repair requests and other unscheduled maintenance. Maintain the heating and cooling units/systems in proper working condition, as specified by the manufacturer. Prior to the onset of seasonal changes, inspect the systems for loose wires, broken lines, leaks, etc., and pre-start unit/system to assure proper working order. Develop and implement procedures for the safe operation of all Environmental Services equipment. Ensure that all Environmental Services personnel operate equipment in a safe manner. Develop and implement procedures that ensure supplies are used in an efficient manner to avoid waste.
