The Minnesota Department of Human Services (DHS) is seeking a qualified enthusiastic individual to join our Human Resources team!

As a HR Labor and Employee Relations Consultant you will:

  • Provide labor relations research, analysis, consultation and direction to all levels of management, and others to include the interpretation and implementation of collective bargaining agreements and plans applicable to DHS.

  • Advise and train managers, supervisors, and employees regarding policy, procedures and requirements concerning investigations of employee misconduct and performance management including the issuing of discipline to ensure they have the knowledge and skills needed to provide effective performance management.

  • Serve as a lead professional HR representative and strategic partner with assigned business partner managers, supervisors and other internal/external stakeholders; providing advanced HR advice and assistance to contribute to the success of the assigned program area.

  • Provide full cycle recruiting and implement strategies that strengthen DHS’ ability in attracting, assessing, selecting, onboarding, and retaining best-in-class talent.

Minimum Qualifications

3 years of human resources in three or more of the following areas, at least one of which must be within the labor relations/employee relations category:

Labor and/or employee relations (management consultation, labor contract and unrepresented employee plan administration and interpretation, employment law, performance management, investigations, discipline and discharge, dispute resolution such as grievance hearings or mediation, union relations)

  • Talent acquisition and retention

  • Job analysis/classification

  • Transactions of HR action items

  • Compensation

A Bachelor’s degree or higher in Human Resources or Organizational Management or related field will substitute for 1 year professional level work experience.

Preferred Qualifications

  • Knowledge of State of Minnesota employment law, rules and administrative processes.

  • Human Resources experience in a union environment.

  • Critical thinking and problem-solving skills sufficient to analyze and evaluate complex information, research and evaluate alternatives, independently make sound decisions, resolve conflicts and provide guidance on a variety of HR issues.

  • Ability to work collaboratively in a team environment.

  • Communication skills sufficient to explain sensitive, controversial and confidential information to employees, management and staff in a clear and concise manner, while adhering to data privacy laws and requirements.

  • Ability to adapt to change, lead change, and be resilient in a potentially ambiguous environment.

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • BA degree or higher in Human Resources or Organizational Management or related field.
