DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The City of Houston’s Housing and Community Development Department (HCDD) seeks to create a city in which every resident has an affordable home in a community where they can thrive. Partnering with non-profit, governmental, and local entities, HCDD strives to strengthen Houston’s neighborhoods and provide true housing choice.

To work toward this goal, HCDD is looking for a Contract Administrator to join its team. In this role, you will be responsible for monitoring and resolving labor standards violations in line with U.S. Department of Labor regulations, HUD rules, and department procedures. Monitoring involves conducting monthly desk reviews and verifying the minimum hourly rate is being paid by gathering information from workers at different construction sites.

Key Responsibilities

  • Audits certified payroll reports (CPRs) and related documents to ensure payment of prevailing wage rates using guides.

  • Conduct on-site observations and interviews with construction workers to ensure compliance with labor standards provisions during all construction phases.

  • Identifies and resolve violations of prevailing wage issues, investigate employee complaints, and prepare findings with recommended corrective actions.

  • Prepares back wage report when violations occur.

  • Reviews and approve construction project pay draws if needed.

  • Performs administrative duties to review and investigate compliance with labor standards provisions.

  • Provides timely technical assistance to contractors, clients, and internal departmental staff.

  • Prepares a monthly desk review report that captures violations corresponding corrective actions.

This is a grant funded position subject to cancellation when funds are depleted and/or contract period ends.

WORKING CONDITIONS

There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

MINIMUM REQUIREMENTS

MINIMUM EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Public Administration, Business Administration, Government or a closely related field..

MINIMUM EXPERIENCE REQUIREMENTS

Two years of contract compliance experience are required.

Substitution:

  • Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis

MINIMUM LICENSE REQUIREMENTS

Requires a valid driver's license and compliance with the City of Houston's policy on driving.

PREFERENCES

  • Knowledge and experience in audit and/or compliance.

  • Bilingual in Spanish preferred but not required.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6
