Your Impact at SAM
The Field Engineer reports to the Project Engineer or the Project Manager and serves as primary point of contract for construction contractor and client field representatives managing contract administration and construction engineering and inspection (CEI) operations of highway and/or bridge construction projects per DOT contract documents, procedures, specifications and manuals. The Field Engineer provides recommendations to client regarding work progress and payment and provides oversight and review of SiteManager activities to ensure compliance with contract. This role requires contact with client, typically a governmental agency and private entities including construction contractors.
Review, and interpret plans, specifications, and other construction documents for clarity, completeness, construction sequence and constructability
Foster continuous coordination between all stakeholders
Assist the CEI Project Manager in organizing and conducting the pre-construction meetings
Coordinate with Project Manager to monitor CEI budget. Take corrective action as required to manage both staffing and schedule
Monitor and track construction activities and progress
Track construction, including material on hand. Review daily work reports of Inspection Staff for thoroughness and accuracy
Evaluate and make recommendations regarding contractor’s request for payment
With concurrence of the project manager, administer the change order process; review requests for schedule or cost adjustment and negotiate changes to the contract; prepare change order documents for approval
Plan, schedule and coordinate construction inspection activities and material testing operations
Meet with contractor's supervisors or other project leaders on assigned project sites to discuss and coordinate testing, sampling, or inspection of construction materials or construction procedures to verify compliance with the approved plans, specifications and shop/working drawings
Provide guidance and direction as needed to the on-site CEI project staff
Oversee project document control operations to ensure the compliance with the contractual document requirements and TxDOT procedures
Support Project Manager during the project close out phase
Maintain effective client relationships and leverage project experience to win work
Assist with the coordination, development and production of proposals, SOQs and presentations, ensuring the highest quality of information and documentation output
Review implementation of established procedures and implement preventive and corrective actions
What You Bring to SAM
An Engineer in Training, a licensed Professional Engineer, or the ability to be licensed in Texas within 6 months from the employment date is required
Minimum of 5 years of experience related to construction engineering / construction management for transportation projects
Bachelor’s Degree in Civil or related Engineering program
Thorough knowledge of Client / DOT specifications and standards is required
Experience with SiteManager, Primavera or other scheduling software preferred
Proficient in MS Word / Excel / Outlook and project scheduling tools
Motivated to develop business from new and existing clients
Possess an extensive understanding of construction standards and practices
Skill in construction document handling and administration
Skill in organizing and managing cost estimating, bidding, and scheduling procedures
Skill in documenting and assessing field conditions, RFIs and change orders
Able to create and aggressively manage construction schedules
Able to manage sub-contractors and manpower and delegate tasks to complete goals, objectives and schedules
Skilled in client relations and customer service
Basic understanding of fundamental cost accounting practices
Flexibility to travel to construction sites for extended periods and work outside of normal business hours
