DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
We are seeking a staff analyst to conduct Internal Reviews/Audits, analyze and evaluate the City’s operations and planning and conducting performance reviews of the department’s programs and activities. The ideal candidate will assist the Senior Division Manager and additional team members in the division with all aspects of Internal Review, Internal and External Audits Coordination, manage subrogation, special projects and duties as assigned. Performs/coordinates Enterprise Risk Assessment (ERA), interviews, analysis, development of findings, and presentation of results.
The Staff Analyst responsibilities of this position include, but are not limited to:
Work with Internal Review Division team members to conduct, ERA (Enterprise Risk Assessment, ERM (Enterprise Risk Management), Internal reviews/audits/identify effectiveness and efficiency within the identified programs and HPW.
Prepare audit/review/professional reports.
Review City of Houston department programs and operations.
Investigates and makes recommendations for addressing issues of medium complexity and/or sensitivity.
Compiles data, produces information and interprets results through conclusion or recommendation formulation. Develops reports, special documents or publications as assigned.
Completes special projects as assigned, working on a wide variety of financial, administrative, professional, management and community issues and problems of simple to medium complexity.
Analyzes and reviews management practices and procedures and develops recommendations for improvement.
Interprets administrative policies and oversees communication with department personnel regarding these policies.
Participates in evaluation and design of workflow, processes, various operations systems, etc.
Collaboratively research, gather, and validate performance audit information and related data through observation, study, and review.
Develop recommendations, findings, and conclusions based upon analysis, ensuring compliance and consistency with Generally Accepted Governmental Auditing Standards (GAGAS); develop work from collected and documented evidence to support conclusions and recommendations.
Perform audit-related oral presentations and briefings.
Perform audit follow-up work for assigned audits.
Conduct Other duties as assigned.
Knowledge and Abilities:
ERA and ERM experience.
Identify effective and efficient practices, procedures, and methodologies with an emphasis on operational performance.
Analyze program operations, policies, procedures, and control mechanisms, identify deficiencies and problem areas, and prepare appropriate recommendations for remedial action.
Conduct effective internal reviews/audits/special projects consistent with Administration’s priorities and goals.
Technical Skills and Additional Abilities:
Excellent report writing and innovations. Exhibit strong communication skills, both verbally and in writing.
Analyze data and transfer data findings to supporting programs such as Excel, Tableau, or Power BI.

This is a Houston Publics Works Department Position at the Tier III level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor’s degree in Business Administration, Public Administration, or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS
Three (3) years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

PREFERENCES
Preferences will also be given to applicants that possess:
• CPA or CIA or any other professional certification in accounting and auditing.
• Experience in ERA and ERM
• Experience in financial and operational audits.
• Knowledge of governmental accounting, auditing, and financial reporting.
• Knowledge of Generally Accepted Governmental Auditing Standards.
• Knowledge of governmental/fund accounting.
• Ability to provide administrative and professional leadership and direction to subordinate staff.
• Ability to communicate clearly and effectively, both verbally and in writing.
Preference shall be given to eligible veteran applicants provided such persons possess qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
