As a Bid Contract Coordinator- Level 3/Level 4 your role at Colorado Springs, CO or Huntsville, AL will be pivotal in supporting missions critical to national and global security. The successful candidate will be responsible for assisting the Business Unit (BU) and Operating Unit (OU) Contracting Administrator (CA) Teams in supporting, all aspects of a contract portfolio from the business development phase through closeout. Specifically, the candidate will:

Be responsible for the administration of the Contract Management System (CMS) for MDS and fill the role of Subject Matter Expert (SME) for the Division, managing all aspects of pre-awards, modifications, and awards throughout the contract life cycle. CMS duties will include at a minimum:

  • Obtaining CMS training, and accessing CMS, then assisting Contract Administrators (CAs) with CMS entries supporting the full lifecycle of a contract.

  • Performing daily error management; assisting/training CAs to leverage full potential of CMS.

  • Driving upward trajectory in proficiency and accuracy of the CMS tool; achieve ≤5% record errors week over week.

  • Follows up with CAs identified in the weekly CMS Error Report to assure timely correction and or updates top CMS.

  • Quickly addressing and responding to CMS related Data Call (requests for Information) from the Division and Sector.

  • Representing the BU as the CMS POC for all audits and system inspections

  • Guide CAs is using CMS to analyze solicitations and contracts as well as store and track contract data.

  • Actively connect with other functional areas including SAP setup, Business Development, Global Supply Chain, and Program Management.

  • Assisting CAs in utilizing CMS and entering contract details for proactive and strategic decisions; enhancing compliance and performance for the OUs, BU, Division and Sector.

Assist the CAs with Bid Coordination, Commitment Review scheduling, and documentation/filing of decision results in accordance with applicable guidance. Also, the candidate will

  • Support the CA Teams by ensuring accurate and appropriate preparation and submission of bid/contract proposals, including New Contract and Contract Close-Out support

  • Partner with SAP analysts and the Finance team members to provide additional support when required.

  • Manage records retention, file documentation, obtain access to Salesforce, and coordinate changes Business Development.

Assist with the BU's Management of Data Calls by:

  • Researching (when/where applicable) CMS, SAP, Contract Files/Documentation and or coordinate with the CAs to addressed/answer received Data Calls.

  • Effectively and professionally coordinates/collaborates with a multitude of organizations (at various levels) to successfully achieve the requirements presented.

  • Following up with the CA Team members to gather and collect information required for Data Calls

  • Timely responding to a DATA Calls and update the Data Call Share Point Site

  • Track status of Data Calls and document Data Call completion in the Division Contract's Data Call Share Point Site.

Assist with managing the Business Portfolios for the OUs, and BU by:

  • Participating in the BU Contracts' (allowable/unallowable) Budget Reviews,

  • Preparing business slide presentations/briefs/charts supporting the BU Staff Meetings (Contracts), BU Operation Briefs, Risk Work Authorization Reports, Adverse Action Reports, MDS Contracts Monthly Staff Meetings, BU and Div., Weekly Staff Reports, and BU Daily Stand Ups.

  • Administering CAGE Codes and processing CAGE Code renewals via SAM.gov.

This position can be filled at either a Level 3 or 4.

Basic Qualifications:

  • Level 3: High School diploma or equivalent and 4 years additional education and/or related experience.

  • Level 4: High School diploma or equivalent and 6 years additional education and/or related experience.

  • Expertise with Microsoft Office suite

  • Must have the ability to obtain and maintain a U.S. Government DoD Secret security clearance

Preferred Qualifications:

  • Prior training and experience with the Contact Management System (CMS)

  • Experience using SAP

  • Experience supporting a Contracts Administration Team

  • Prior experience supporting multiple departments or business units from an administrative perspective

About Business Management: Integration of sector financial/business strategies to support of company and sector-wide objectives, including accounting operations, contracts management, pricing and estimating, compliance and asset and property management.

Salary Range: $45,400 - $79,400

Salary Range 2: $53,900 - $94,400

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
