Your Impact:

The Chief Engineering Department (CED) Manager is assigned as the JSEG Chief Engineer and leads the planning, execution, and management of all aspects of CED Department operations. Principal responsibilities include technical integration, capability enhancement, Task Order delivery and oversight of the Technology, Innovations, and Process Improvement (TIPI) Program. The CED Manager reports to the ESSCA Program Manager to fulfill contract requirements plus additional duties as assigned. The CED Manager position encompasses the JSEG roles of Chief Engineer and Department Manager.

Chief Engineer duties include:

  • Represent the JSEG OPM to the MSFC Chief Engineer. Engage in MSFC CE, ED management, and contract meetings including tag-ups/status meetings, Engineering Management Councils, and Contracting Officer/Representative Status Meetings.

  • Enhance technical capabilities across JSEG departments and teams by cultivating the cooperation, integration and knowledge sharing of similar technologies and skills. Identify areas for advancement and lead or assist ad hoc teams to implement.

  • Foster a culture of Innovation and Process Improvement within the Technical Fellow team and among the broader contract team.

  • Work closely with the JSEG Technical Fellows to develop new technical approaches across all disciplines and to cultivate and grow skills through Technical Fellow mentoring.

  • Perform selection activities for Technical Fellow positions including position requirement definition, candidate recruiting, interviewing and selection.

  • Review and advise OPM on transfer of technical data ownership between ESSCA and MSFC.

Department Manager duties include:

  • Implement the ESSCA safety program for the team and lead by example in our Beyond Zero culture. Engage in and conduct the shared MSFC and JSEG safety duties of performing Job Hazard Analyses (JHAs) and Personnel Protective Equipment (PPE) assessments and conducting safety meetings, site visits and emerging initiatives.

  • Support and implement activities directed by the JSEG PM including ESSCA proposal commitments, JPMS program implementation, new business development initiatives, internal training and development programs, and leadership development efforts.

  • Develop and maintain excellent Task Order (TO) customer relationships with MSFC EE and ED counterparts. Perform Team Lead role for related TOs including planning, execution and reporting, as well as specialty subcontractor management.

  • Oversee the TIPI program by working with the Capabilities Enhancement Lead to ensure ESSCA contract initiatives are met including Innovation Grants, TIPI proposals, Smart Partnerships, Space Tech Challenges and emerging initiatives.

  • Oversee cross-department capability enhancement activities to ensure execution and reporting of JSEG programs such as Program Reviews, Leadership Development Program, Mentor Peers Program, Team Lead Forum, Team Lead Academy and emerging initiatives.

  • Oversee Program, Planning and Control (PP&C) activities by working with PP&C personnel to ensure effective TO financial tool development and reporting.

  • Supervise personnel supporting Task Orders, Capabilities Enhancement, PP&C, and Talent Acquisition. Develop personnel to broaden and enhance skills.

Here’s What You’ll Need:

Qualifications:

Bachelor’s degree in Electrical, Mechanical, Aerospace, Systems or other Engineering discipline. Master’s degree preferred. Degree from an ABET accredited institution preferred.

20 years of relevant experience with a Bachelor’s degree (Master’s degree is equivalent to approximately two (2) years and a Ph.D. is equivalent to approximately six (6) years of experience.)

Applicants must have the following required qualifications:

  • Ability to function in a self-directed dynamic work environment as an effective team member with leadership experience.

  • Experience related to managing requirements, functional analysis, developing, planning and leading projects, and successful completion of compliance activities.

  • Demonstrated experience working across organizational boundaries and engineering disciplines to facilitate and execute engineering tasks and resolve integration issues.

  • Excellent oral, written, and customer/employee relationship skills with demonstrated experience developing and delivering executive-level briefings.

  • Proficiency using Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).

Applicants should also have the following desired qualifications:

  • Knowledge of programmatic planning processes.

  • Experience performing oversight of prime contractor hardware/software production, test, and certification efforts.

  • Experience defining and managing system interfaces, interface requirements, and interface verification.

  • Familiarity with NASA Systems Engineering policies and procedures.

  • Familiarity with aerospace vehicle and system design.

Essential Functions

Work Environment:

General office environment (100%). Requires ability to provide clear, concise, accurate and timely communication, both verbally and in writing (100%). Requires ability to interact professionally with co-workers, management, and client (100%). Requires travel in the domestic USA (<5%).

Physical Requirements:

Requires sitting for extended periods of time in meetings with peers, management, and with our client at NASA facilities to discuss technical issues (10%). Also, requires sitting for extended periods of time at a desk to write reports and perform engineering tasks (80%). Requires ability to use stairs or elevators for access between floors and multiple buildings at NASA and Jacobs facilities (<10%).

Equipment and Machines:

Requires ability to operate a personal computer, a telephone, fax machine, copier, calculator, and other general office equipment (100%).

Attendance:

Normal workday is from 7:30 a.m. through 4:30 p.m., Monday thru Friday. Minimal overtime may be required (10%) to meet schedule milestones and to support technical demands of the job. Regular attendance is a necessity and adequate arrangements for delegating duties during absences are required.

Other Essential Functions:

The ability to work independently with minimal supervision, and to make rational decisions, and to exercise good judgment is essential (100%). Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
