Summary You will serve as a Program Specialist reporting to the Element Manager in the Space Launch System (SLS) Program and working as the Contracting Officer's Representative (COR). You will be responsible for maintaining current understanding of all significant technical and programmatic issues related to SLS Liquid Engines or Exploration Upper Stage contracts, proposals, and contractor performance in support of Artemis missions. Responsibilities Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Serves as a technical point of contact between the Element Office and the NASA Contracting Officer, resolving technical and programmatic problems in conjunction with NASA and contractor managers to fully facilitate contractor performance. Recommends changes in scope or technical provisions of the contract to NASA Contracting Officer, with justification. Monitors contract performance and reports all related technical and management problems to the Element Manager and Contracting Officer. Ensures that contractors comply with the defined Statement of Work or specifications included in the contract. Performs technical evaluation of all contractor proposals and recommends disposition to NASA Contracting Officer. Facilitates contractor performance evaluations per MWI 5116.1, as required. Fosters business relations and serve as liaison between the government and contractor when executing specific technical and administrative functions and surveillance responsibilities. Requirements Conditions of Employment Qualifications Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: monitoring contractor performance to ensure compliance with contract terms; monitoring and documenting solutions to programmatic issues identified from activities such as contracting, financial management, schedule management, and evaluation of contractor performance; and evaluating contractor progress in resolving technical and programmatic issues, communicating findings with NASA representatives and contractor managers. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: monitoring and evaluating contractor performance to recommend scope changes and/or ensure compliance with contract terms; resolving programmatic problems arising from activities such as contracting, financial management, schedule management, and evaluation of contractor performance; and collaborating with NASA and contractor managers to aid in the resolution of technical and programmatic issues.
