**[Educational and Experience Requirement: [Bachelors Degree in business or a related field. Masters degree preferred. Five years of experience in budget and financial operation management. Experience in a state institution of higher education is desirable. Additional education may be considered in lieu of experience.

**[Nature and Purpose of Position: [Performs complex and highly advanced managerial work providing direction and guidance in strategic financial operations and budget planning for the College of Criminal Justice (COCJ) and the Criminal Justice Center (CJC).

**[Primary Responsibilities: [Serves as subject matter expert and point of contact for the College of Criminal Justice and Criminal Justice Center. Provides training in all financial operations, and coordinates with CJ Grant Manager in post-award financial activities. Services as financial manager for the Association of Doctoral Programs in Criminal Justice and Criminology. Financial oversight and responsibility provided to all COCJ and CJC Deans Office, academic departments, state appropriated institutes, auxiliary departments, centers, and agencies.

[Maintains sound financial operations across multiple fund types through internal controls, financial and budgetary stewardship while providing service to the Senior Associate Dean in meeting the colleges goals through strategic analysis, process improvement and policy/procedural development. Duties include regular financial analysis and oversight of all funds, including general allocations, revenues, and state funds. The position has oversight of all aspects of financial stewardship, budget execution, policy and procedure interpretation, guidance, and compliance. This position works as liaison with the university level budget, procurement, human resources, payroll, controllers and academic affairs offices. Responsibilities for this position also include management of financial systems related approvals, monitoring budgets to ensure planned resources are available. Evaluates strategic initiatives through financial modeling. Develops, implements, monitors, and controls operating budgets, forecasts for various expense and income projections, advises and trains for affected staff, and consults about fiscal affairs with other senior leaders within the unit. Responsible for coordination and approval of ePAFs, purchasing, and travel within strict timelines.

[Develops, implements, and evaluates activities, policies, and procedures, that facilities, promotes, and sustains collaboration with the campus community. Develops, documents, and implements internal control procedures to ensure fiscal, regulatory, confidentiality, and security accountability. Organizes, plans, and evaluates personnel, work assignments, supervision, and training of staff. Develops and implements techniques for evaluating program activities and services to identify areas of strengths and necessary improvements. Develops strategies and processes to optimize operations for the college. Ensures compliance with applicable state and federal laws, University policy and divisional directives. Provides accurate and timely reports to professional staff. Responsible for the college administration, including budget preparation and control. Serves on committees as requested. Assists the college leadership team and other managerial staff by establishing the financial operational goals and objectives, directing budget administration and financial operational program activities of staff. Oversees and approves schedules, priorities, and standards for achieving goals. Oversees, reviews, and approves the preparation of management, productivity, and financial reports and studies. Represents the agency at business meetings, conferences, and seminars. Performs other related duties as assigned.

Requires critical judgment for the college, in which serious consequences for decision-making can occur. Interprets and applies complex directives, policies, regulations, statues, and procedures, and/or written guidelines for the College of Criminal Justice. Maintains confidentiality at all times.
