Naval Sea Systems Command ADMINISTRATIVE/TECHNICAL SPECIALIST in Indian Head, Maryland

Summary You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Corporate Operations of NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. Responsibilities You will exercise the authority and responsibility responding to questions involving custody and processing of public funds. You will advise management of financial trends, implications and alternatives, funds acceptance, distributions, and tracking in ERP to include gathering financial information and building project structures. You will resolve funding or invoicing issues and process cost accruals. You will analyze expenditure trends, and provide detailed cost reports and resolutions regarding items such as over-runs, receipts, labor hours, and workload balancing. You will extract, analyze, and present data generated from web-based multi-user applications such as financial reports, including funding status to management and Comptroller. You will provide expert knowledge related to compliance with budgetary policy and guidelines, public law, Financial Management Regulations, and DoD policies. You will execute labor and non-labor transfers. You will research and follows-up to close out old Network Activities (NWAs) and funding documents and track carryover and manage Service Cost Center budget and expenditures as necessary. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing and evaluating all areas of financial management operations to improve the efficiency of financial programs or projects to ensure financial compliance.
