Naval Sea Systems Command ADMINISTRATIVE/TECHNICAL SPECIALIST in Indian Head, Maryland

Summary You will serve as an Administrative/Technical Specialist in the Data Management Branch, Cartridge and Propellant-Actuated Devices (CAD/PAD) Division, Systems Engineering Department of NAVSURFWARCEN IH DIV. Responsibilities You will serve as the technical representative of the Contracting Officer in the monitoring of material and services contracts. You will provide liaison, as necessary, with respect to the specifications or statement of work to assure all work performed is within the scope of the contract. You will provide proper and appropriate oversight of contractor performance and contract execution to ensure financial and technical compliance with the contract terms and conditions. You will communicate with the contracting officer on a routine basis regarding contractor oversight and performance and maintains required documentation to support monitoring. You will develop and maintain documentation to support monitoring Contractor performance, including COR Status Report(s), formal correspondence, invoice/voucher substantiation, monitoring contract deliverables, and issuance of Technical Instructions. Requirements Conditions of Employment Qualifications For the NT-04 pay band: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing contract requirements to monitor contractor performance, develop reports, and ensure compliance with contract regulations, processes, terms, and conditions. For the NT-03 pay band: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 (GS-05/08 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing contract requirements to resolve issues and ensure compliance with contract regulations, processes, terms, and conditions. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: For the NT-04 pay band: Successful completion of a Ph.D. or equivalent doctoral degree; OR Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR Successful completion of an LL.M. degree that is related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience. For the NT-03 pay band: Successful completion of a master's or equivalent graduate degree; OR Successful completion of two full years of progressively higher graduate level education leading to a master's degree; OR Successful completion of an LL.B. or J.D. that is related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience. The NT-03 pay band encompasses positions equivalent to GS-09 and GS-10. The NT-04 pay band encompasses positions equivalent to GS-11 and GS-12.
