Job Summary

The Deputy Director for Planning, Preservation, and Urban Design leads the planning, zoning, historic preservation, design, and urban design functions of the agency and strives to inclusively develop and effectively implement the city/county’s Comprehensive Plan through land use and development policies and controls. The Deputy Director effectively serves as the city/county’s chief planning officer, working to establish city-wide planning policy and provide support to teams and functions of local government related to planning and city building, including within the Department, peer departments, agencies, and offices, and elected and appointed officials. The Deputy Director is a dynamic and collaborative position that requires significant command of planning theory, law, implementation, and best practices, as well as strong interpersonal, verbal, and written communication, and persuasion skills. This position seeks to uphold the highest ethical planning standards and a commitment to an open, transparent, and inclusive planning system that not only maximizes benefit, value, and opportunity for all residents, but affirmatively addresses historic harms and systemic disparities in our city. Helps to establish and/or ensure policies and procedures for the Department are adhered to in an effective manner. Independent judgment is regularly utilized when there are no available policies and procedures. Position reports to the Director.

Position Responsibilities

  • Supervise, mentor, and provide strategic direction to the City Architect and urban design team, Administrators of the divisions of Long-Range Planning, Current Planning, and Historic Preservation, as well as Long-Range Transportation Planning in conjunction with the Department of Public Works

  • Support the Department Director by communicating the work of the team, working collaboratively to identify and address challenges, needs, and opportunities, as well as by aligning the work of the team to direct, influence, and/or support other Departmental teams and City agencies. The Deputy Director will collaborate with the Director and other leadership, including the Office of the Mayor, contributing expert urban planning knowledge on policy development and deliberation

  • Develop and execute a planning system by working to seamlessly align the policy development of the Comprehensive Plan for Indianapolis and Marion County with its implementation through the City/County’s Consolidated Zoning and Subdivision Ordinance, its associated policies and procedures, and related implementation mechanisms of City/County government, including the permitting and enforcement functions of the Department of Business and Neighborhood Services and the capital planning and investment functions of the Departments of Public Works and Parks and Recreation

  • Cultivate a culture of professional development for team employees and the appointed citizen members of the Metropolitan Development Commission, Board of Zoning Appeals (three divisions), Plat Committee, and Indianapolis Historic Preservation Commission. This professional development should strive to maintain a high-functioning and efficient professional team that is current on the state-of-the-art of professional planning and real estate development, aware of community needs and trends, and compliant with the highest ethical standards. For board and commission members it should strive to develop members who represent the racial and ethnic diversity of the city and understand and actively embrace their role as citizen planners in the development and implementation of planning policy

  • Ensure a consistent and robust community education and engagement system across all divisions that strives to maximize the understanding of team initiatives and processes and ensures opportunities for residents to meaningfully share in their development. This system should seek to build long-term community capacity to effectively engage in complex planning conversations while minimizing all barriers to such participation. This system includes establishment and transparent monitoring of metrics to ensure engagement processes are legitimately representative of the affected community

  • Continuously evaluate the impact of all planning processes, codes, projects, initiatives, and decisions for disparities on racial and ethnic communities of color and on historically marginalized neighborhoods and geographies. When disparities are found, thoroughly research causes and develop and execute programs and responses that systemically address them in the planning system. This specifically includes ensuring the planning system affirmatively addresses residential segregation, environmental justice, and economic mobility challenges

  • Assist in the development of strategic plans for the team and the Department, as well as staff and staffing plans that ensure excellence in service delivery, ensure redundancies in critical tasks and skillsets, promote diversity in staff backgrounds, and maintain an eye toward succession planning, recognizing, developing, growing, and retaining leadership talent

  • Assists in the development of the annual departmental budget, including working with team Administrators to identify and estimate revenues, staffing, and resource needs and collaborating with the Chief Financial Officer to ensure robust financial stewardship and maximal operating efficiencies

  • Work closely with the Chief Communications Officer (CCO) to share team initiatives, community education and engagement opportunities, and general planning and development issues. Monitor communications in the community and proactively inform the CCO of all issues or opportunities. Work collaboratively to develop communication plans and responses, and when directed, participate in media events and interviews

  • Effectively represent the team, Department, and City/County in community events, hearings, and meetings, including the City-County Council.

  • Build relationships with local and regional peers to promote regional collaboration and prosperity while advocating for the interests and equitable representation of Marion County

  • Ensure team compliance with all pertinent local, state, and federal ordinances, codes, and regulations, and actively monitor such for any changes or amendments. Lead development of legislative agendas for the team for the

  • City-County Council and the Indiana General Assembly in collaboration with the Director and Office of the Mayor, and develop associated legislative strategy, responses, and testimony where required

  • Must maintain confidentiality at all times

Qualifications

Master’s Degree in an accredited urban planning, public administration, real estate development, or related program. 7 years of professional experience, including project management experience, with at least 4 years of personnel management experience. Certification with the American Institute of Certified Planners or licensure as a Registered Architect or Registered Landscape Architect by the State of Indiana. An equivalent combination of education and experience may be combined, to meet the qualifications of this position.
