Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY), Position Description Number T5900000 and is part of the PA Human Resources Office Air, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As a Human Resources Specialist, GS-0201-12, you will provide state level coordination of all military personnel programs, including but not limited to: enlistment, appointment, performance evaluation reports, promotions, officer and enlisted selective retention, discharges, separations, recruiting, retention, incentives, and training. Serve as principal assistant to the Administrative Officer and in his/her absence ensures continuity of operations. Conduct research on difficult individual personnel and administrative problems; provides technical and specialized data, background material, and references; and recommends solutions and courses of action to be followed Provide guidance and coordination of ANG Family Program matters within the state. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Air National Guard. GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs. You must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Application must indicate at least 36 months experience in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Do you have experience in performing personnel program requirements that involve advising supervisors and managers; and experience in completing accession planning and processing; classification and position management; and civilian promotions. Must have experience in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options. Must have experience in performance management and productivity programs; or advising on process improvement, best practices, and performance techniques. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
