Summary WHAT IS OFFICE OF THE DEPUTY COMMISSIONER FOR SERVICES AND ENFORCEMENT (DCSE)DIVISION: The Office of the Deputy Commissioner for Services and Enforcement provides direction and oversight for all major decisions for the four taxpayer-focused divisions (serving wage earners, small businesses, large corporations and the tax-exempt sector) as well as the Criminal Investigative Division and others. See Other Information for Locations Responsibilities Enterprise Digitalization & Case Management (ED&CMO) - supports efforts to modernize and consolidate IRS case management processes migrating them from current legacy case management systems onto an industry leading platform. This position serves as Program Analyst in EDCMO, to support strategic digital initiatives, organizational improvement, stakeholder engagement; and efforts to implement incremental and transformative solutions to deliver a consolidated enterprise wide case management systemAs aManagement and Program Analyst you will: Meet with managers and executives within the Service to define the overall goals and objectives of the project. Prepare complex action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies. Prepare recommendations for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support. Plan, coordinates and establish operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project. Establish a system to review, control, and report on project status; Monitors project status and adjusts work plans for project accomplishment. Conduct in-depth analyses of project data, requirements, and impact; identify problem areas and determine how to resolve them; Prepare agency directives, IRM issuances, memoranda, service-wide policy statements, and other written guidelines and recommendations relating to the project. Conduct briefings and prepare comprehensive reports to keep managers and executives advised of project plans and progress and to communicate findings and recommendations. GS-14 Level: You must have 1 year ofspecializedexperience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:Experience must be sufficient to demonstrate an expert knowledge, accomplishment, and the ability to lead major project assignments that required a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude. You must demonstrate a comprehensive knowledgethrough experience and application, of a range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; knowledge of management principles and processes to perform project management duties to effectively coordinate and integrate project objectives and recommendations with key line and/or staff functions of the Service; and the ability to communicate effectively both orally and in writing. You must also demonstrate experience editing and proofreading using multiple content management systems; hand-coding and troubleshooting HTML and CSS markup; the ability to managecomplex workflows related to online user experience; and experience with online design standards and best practices. -The experience may have been gained in the public sector, private sector or Volunteer Service.
