Heidelberg Materials is seeking a qualified Senior Payroll Manager to join our team in Irving, Texas.
The Sr. Manager of Payroll Operations will be responsible for U.S. and Canada payroll administration, ensuring accurate payroll and payroll tax processing, compliance with relevant regulations, and proper maintenance of payroll and payroll tax records. This role manages a dynamic team and partners with a variety of internal customers across all aspects of the organization including HR, Labor Relations and Finance as well as external governmental agencies.
What you’ll get to do
You will be responsible for management and oversight of end-to-end payroll, payroll tax, garnishments, and payroll compliance processes for weekly, bi-weekly, and semi-monthly payrolls that include salaried, hourly, and union employees in multiple states/provinces in the U.S. and Canada.
Manage, train, and develop a current team of seven (7) payroll and payroll tax professionals
Maintain a highly motivated and engaged team, supporting unity across Employee Services teams
Manage day-to-day activities of payroll analysts and payroll coordinators to ensure accurate processing of multijurisdictional payrolls in compliance with policies, labor agreements, and federal, state, provincial, and local tax regulations
Manage day-to-day activities of payroll tax professionals to ensure accurate filing of multijurisdictional payroll taxes
Maintain internal control policies, procedures, and compliance with respect to the payroll, payroll tax, and associated processes
Develop and articulate a short-term and long-term strategic vision for areas of responsibility and employee development including skills, growth, and succession plans
Build a culture of continuous improvement ensuring efficient and consistent delivery of operational excellence and simplification
Collaborate with the Labor team to ensure alignment on key topics and avoidance of adverse impacts on functional standards.
Contribute subject matter expertise, counsel, and support on payroll-related matters and all payroll requirements (including prevailing wage, policy, and process compliance)
Coordinate internal and external audit segments for payroll function
Collaborate and align with Payroll Accounting to ensure accuracy of financials.
Familiarity with and support for bank reconciliation process, payroll general ledger reconciliation, development, payroll year end process, and review of audit reports and inquiries; ensures correction of payment issues prior to closing payroll
Collaborate with teams across the organization to support system upgrades, implementations, and integrations related to payroll systems.
Provide leadership in addressing complex payroll issues and resolving escalations; ensuring excellent customer service
Maintain the confidentiality and security of data accessed during daily activities
Essential Experience and Skills
Bachelor's degree with an emphasis on accounting, business, finance, or a related field; or a combination of post-high school and equal experience may be substituted for education.
Minimum of 8 years of payroll experience with specific expertise in handling complex in-house payroll processes and ensuring compliance across multiple countries, states, and provinces.
Minimum of 8 years of in-house processing of payroll tax, garnishments. Knowledge of payroll general ledger impacts to facilitate adjustments, development, and testing of these and related compliance changes.
Minimum of 5 years of relevant experience managing and leading a team.
Demonstrated experience running in-house full-cycle payroll operations.
Experience with U.S. and Canadian payroll in-house processing, corrections, taxes (multi-state, reciprocity, and provincial), employee payroll tax maintenance, ex-pats, non-health and welfare deductions, gross-to-net calculations, taxable fringe benefits,
Experience with U.S. and Canadian compliance and reporting including, but not limited to, FLSA, OT, Prevailing Wage, ROE issuance, support needs for payroll tax (multi-state, provincial, year-end, W-2s, W-2Cs, T4s), and other related payroll tax tasks
Experience serving as a payroll advisor and ensuring communications, presentations, and resources are clear across audiences.
Experience using query tools to access data and create reports.
Manage multiple human resources and payroll data tables to extract specific data for reporting purposes.
Advanced knowledge of Microsoft 365 Suite and HR information systems
Familiarity with research and statistical methods applied to payroll and payroll tax management and reporting.
Success in developing and leading teams and serving as a catalyst for growth and change.
Preferred Experience and Skills
Certified Payroll Professional (CPP)
Knowledge of JDE, SAP, and/or Workday a plus
Master Tax payroll tax system experience in a taxpayer and/or service provider environment
