The Program Management Risk Oversight Group (“PMRO” or “the Group”) is a second line of defense function within Citi’s Operational Risk Management function. This is an opportunity to get in at the start of a journey as we build and define the project execution risk operating model and team, as well as plan and execute the team’s tactical and strategic roadmaps. The Team operates at the enterprise level of Citi, across its numerous legal entities and geographies, serving as a key advisor in the domain of program management risk. Two of our partners you will be working with include the Office of the Chief Administrative Office, and Citi’s Program Management Council.

Job Description:

The Group is seeking a Vice President to join the Operational Risk Management - Change Management Program Risk Oversight “CMPRO” team reporting to the SVP of Oversight.

The candidate we seek is a proven and successful Program/Project Risk professional. They will have a track record of opining on project execution risk within financial institutions. The candidate will be tasked with providing an independent assessment of the organizational factors influencing the manner in which projects, programs and initiatives are executed within Citi, and with assessing some of the firm’s most critical project commitments.

Primary Responsibilities:

The Vice President in the Group’s Oversight function will work alongside a team to minimize project execution risk by participating in initiatives, programs, and projects within first line project execution teams. The VP will be responsible for understanding the policies, procedures, processes, and tools that influence the way in which projects, programs and initiatives are delivered.

The Oversight team is a function within CPMRO and serves as a second line of defense team on Citi’s Operational Risk Management (“ORM”) function that has responsibility to review and provide credible challenge on critical work efforts tied to Consent Order/Transformation remedial actions at the firm.

More specifically, the Vice President is expected to:

  • Partner with CPMRO management to further develop a best-in-class program management risk oversight function, focusing on the development of governance, operating models, engagement models, processes, and procedures

  • Strong understanding of the numerous policies, procedures, processes, and tools govern project execution at Citi

  • Partner with the 1LOD teams including Risk and Control teams by providing an independent view on proposed changes to Citi’s project management operating environment (e.g., Control lifts)

  • Actively monitor key strategic projects and work associated with critical regulatory commitments

  • Keep informed of changing regulatory expectations that may impact project governance or project execution risk

  • Lead/contribute to continuous monitoring activities / within the team

  • Keep informed of evolving project and program management best practices

  • Ideate, identify, and put into practice creative new ways to monitor program execution risk across Citi’s portfolio of “special projects”

  • Appropriately assess risk when business decisions are made, demonstrating consideration for Citi's reputation, and safeguarding its clients and assets, by driving compliance with applicable laws, rules, and regulations, adhering to policies, applying sound ethical judgment regarding personal behavior, and escalating, managing, and reporting controlling issues with transparency

  • Escalate issues and concerns to Senior Management

Qualifications:

  • Strong experience with and knowledge of operational risk management practices.

  • Experience with and knowledge of program and project management.

  • Solid organizational skills, ability to multi-task and identify issues, risks, and concerns

  • Experience conducting or managing risk and control self-assessments preferred

  • General understanding of the global prudential regulatory framework within which Citi operates

  • Outstanding communication and influencing skills will be needed to drive strategy and transformation activities

  • Excellent interpersonal skills while working across multiple functions and lines of defense teams. Including ability to build effective internal and external networks.

  • Exceptional relationship management skills; must be able to address and resolve issues

  • Ability to communicate clearly and articulate key messaging to senior leadership, act independently, and build new oversight reviews / monitoring reviews (where applicable)

  • Demonstrated clear and concise written and verbal communication

  • Demonstrated ability to remain unbiased in a diverse working environment

  • 8-10 years of experience in financial services

  • Strong powerpoint / excel skills required

  • Bachelor’s/University degree in a related discipline

$114,720.00 - $172,080.00
