This position is located on the Cornell University Campus in Ithaca, New York. This is a hybrid position where you will be expected to work on the Ithaca campus minimally three days per week. The other two days, you may be permitted to perform a portion of you work remotely, based on business needs and performance.

What you will do:

The Compliance and Policy Specialist (CPS), with oversight from the Compliance Manager (CM), is primarily responsible for supporting the development and implementation of the university compliance program, institutional risk management program, university policy administration, and related initiatives across all campuses of the university. The CPS works with unit staff ("compliance partners" and "risk partners") across the university who are responsible for regulatory compliance and risk reduction activities. These activities include compliance and risk matrices, policy development support, committee infrastructures, and business processes that support timely and accurate compliance and risk mitigation activities, compliance with laws, regulatory requirements, and university policies and procedures. The CPS works with the University Compliance Office (UCO) team to create a transparent compliance and risk-aware environment and to administer efficient and effective services and deliverables.


Overall responsibilities include:

  • Conducting regulatory scoping
  • Compliance program reviews and assessments
  • Institutional risk assessments
  • Gap analysis, dashboarding, data analytics, and preparing draft reports.
  • You will be expected to provide general guidance and support to functional compliance program areas to ensure that effective university policies, programs, and procedures, training, assessments, prevention strategies, and corrective measures are in place to comply with the laws, regulatory requirements, policies, and ethical standards of each program.
  • Work with our compliance partners and policy stakeholders to create, deliver, and provide outreach, education, training, and related initiatives to raise awareness of university compliance, risk, and policy.
  • Based on data and trends discovered, you will also recommend strategic opportunities to improve University Compliance, participate in compliance, policy, and risk committees, and facilitate responses to compliance and risk incidents that may impact the University mission or operations.
  • You will collect data, analyze, and create/update dashboards for compliance, policy, and risk systems and provide this information to support the Compliance Manager. This includes assisting with the preparation of reports, data analysis, and presentations for the Institutional Risk Committee (IRC), Board of Trustees Audit, Risk, and Compliance Committee (ARCC), University Leadership, additional stakeholders, and various committees while monitoring the regulatory landscape within higher education compliance and ethics.

Who you are:

You are a dedicated, responsive professional that strives to provide a high level of service to the campus internal and external stakeholders and continuously strives to expand your subject-matter expertise. You understand compliance frameworks and their applicability to higher education and have a familiarity with risk rating and compliance modeling. You also understand risk-based compliance assessments and root cause analysis and possess the ability to identify and assess compliance risks. You are a critical thinker and have strong analytical skills to solve problems and interpret data trends. You have a passion for and/or a demonstrated commitment to supporting diversity, equity, access, inclusion, and wellbeing with an ability to cultivate and develop inclusive and equitable working relationships with students, faculty, staff, and community members.


This position also requires:

  • A bachelor's degree in combination with relevant 3-5 years of related experience in an institution of higher learning in compliance-related discipline or equivalent combination of education and experience.
  • A knowledge of compliance-related laws, regulations, and policies as they relate to a large, decentralized R01 research university with multiple locations, experience monitoring compliance activities and emerging regulations, risk reduction, conducting assessments, and working with stakeholders to implement and foster effective and efficient compliance policies, programs, and processes.
  • Ability to read and understand complex regulations and to actively implement risk mitigation strategies and techniques.
  • A capacity to draft and implement written policies, programs, and procedures to guide university and unit compliance initiatives.
  • The ability to establish presence, credibility and have communication with internal and external stakeholders, providing a high level of service and the desire to act quickly during urgent situations to resolve issues and develop solutions, creating after action plans and follow up.
  • The willingness to engage on difficult issues and work with others with transparency and fairness.
  • Effective communication skills with internal stakeholders, team members, peers, and leadership. This includes excellent written and verbal communication skills and interpersonal skills.
  • Strong project, task, and time management skills.
  • Understanding of the role technology plays in compliance activities.
  • Demonstrated use of Microsoft Suite products, at a minimum, Word, Excel, and Power Point. Experience with management systems and business analysis activities.
  • Knowledge of the legislative process and the regulatory environment that influence higher education and R01 institutions.
  • The ability to work with teams and individuals with differing backgrounds with a passion for developing talent and fostering opportunity and growth in a workplace culture that is inclusive and equitable.

Other qualifications (not required but preferred) are:

  • Advanced degree such as Master's, M.B.A., etc.; and 2+ years relevant compliance experience preferred.
  • 3+ years related experience in higher education at a R01 research institution helpful.
  • Audit experience.
  • Management systems experience.
  • Experience with higher education regulations.
  • Experience with data analytics software.
  • Compliance related certifications.
  • Project Management experience.
