Job Description

The Office of Administrative Services Department is actively seeking a Manager of Procurement Services - Contract Administration.

The position reports to the Senior Manager of Procurement Services. The primary purpose of this position is to assist the Senior Manager of Procurement Services, Chief of Procurement, City Ethics Director, and Inspector General, or designees, to provide training annually to using agencies regarding procurement methods and procedures, ethics in public contracting, contract risk assessment program, contract administration and oversight, and the contract administration program administered by the Chief of Procurement.

Examples of Work

  • Develops curriculum including preparation of training materials and delivery of in person in large or small groups, or by virtual training to designated contract administrators.

  • Creates and maintains contract administration certification program database with appropriate data analytics for data management to ensure consistent compliance with applicable COJ policies, and procedures in a clear, concise, and correct manner.

  • Serves as primary contact administrator for COJ enterprise-wide contracts established for consolidating like common goods and services to obtain the most competitive prices for materials, equipment, supplies, and services, by coordinating procurement efforts across all city agencies.

  • Develops and initiate supplier performance assessments rating system and develop supplier performance rating dashboards for use in future solicitation evaluations.

  • Creates and maintains database to ensure bonds, insurance, and other risk management instruments are received and maintained in the contract files.

  • Audits 1Cloud to ensure all contract documents are attached to the Purchase Order Agreements.

  • Develops contract administration tools including forms, template documents, checklists, and procedures on the contract administration process to insure proper accountability from kick-off through close-out of contractual actions.

  • Plans, directs, and supervises the work of assigned staff.

  • Promotes integrity, fairness, and encourages diversity.

  • Prepares assigned procurement actions in a timely manner exercising personal initiative and sound business judgment to provide the best value product or service that will meet the City's needs.

  • Assists City personnel with determining procurement needs and recommends the appropriate and best procurement methodology to meet those needs.

  • Serves as a liaison between universities and professional organizations to ensure that contract administration training represents evolving industry standards.

Open Requirements/Supplemental Information

  • Five (5) years of education and/or experience in public procurement or contract administration

  • Which includes one year of supervisory, team leader, or large project/program management experience with contracts exceeding 5 million dollars

  • Must have excellent MS Office Suite skills including Excel, Word, PowerPoint, and Visio.

  • Must demonstrate strong attention to detail.

  • Must have strong written communication and public speaking skills.

  • Must be able to obtain and possess at least one certification from the following certifications within 24 months from the date of hire: NIGP Certified Procurement Professional (NIGP-CPP), Certified Public Procurement Official (CPPO), Certified Professional Public Buyer (CPPB), Certified Purchasing Manager (C.P.M.), Certified Federal Contracts Manager (CFCM), Certified Professional in Supply Management (CPSM), Project Management Professional (PMP) or equivalent

Preferred

  • Bachelors’ degree is preferred.

  • Experience with Oracle applications, with a focus on Procurement and Financial modules preferred.
