Job Description

The Neighborhoods Department is actively seeking a Senior Program Manager.

This position reports to the Community Development Assistant Administrator and is responsible for the programming, planning, supervising, and coordinating the activities of grant based social service programs, City of Jacksonville HUD programs, and public facility programs or projects. Directs the work of others involved in program or project functions and activities. Sole responsibility for technical work in the monitoring of federally funded construction projects for compliance with the federal labor standards act, laws, rules regulations, and Section 3 of the Housing and Urban Development Act of 1968. The work requires knowledge of federal labor standards, Davis Bacon and Section 3 laws, rules, and regulations as they apply to construction contracts and projects.

Examples of Work

  • Works directly with the Community Development Assistant Administrator developing long and short-term strategies and implementing improvements and changes.

  • Plans, develops, establishes, and manages programs and projects in compliance with local, state, and federal funding source(s), regulations, and reporting requirements.

  • Collects data, monitors, and evaluates program effectiveness, and prepares weekly and monthly reports.

  • Recommends, interprets, implements, and administers laws, rules, regulations, policies, practices, and procedures governing assigned programs and projects.

  • Coordinates preparation of short, long range and statistical plans, and applications for funding.

  • Analyzes budgetary and fiscal data, recommends operating budgets, authorizes, and monitors expenditures, and prepares financial reports and summaries.

  • Develops, implements, and maintains procedures for monitoring federally funded construction projects for compliance with federal labor standards, requirements, rules and regulations. Preparation of federally required semi-annual and annual reports to U.S. HUD for Labor Standards and Section 3.

  • Requests wage decisions from the Department of Labor and issues to users, as applicable. Reviews construction project bid documents and contracts for labor standards, Davis Bacon, and Section 3 of HUD compliance.

  • Reviews construction project payroll reports for compliance with labor standards federal wage and overtime requirements, detect possible violations and oversee corrections with contractors. Conducts on-site interviews of employees to gather information for compliance monitoring for both labor standards, Davis Bacon, and Section 3 of HUD requirements.

  • Conducts preconstruction workshops for contractors and users on requirements for compliance with labor standards, Davis Bacon, and Section 3 of HUD requirements. Provides technical assistance as needed to subrecipients, contractors, and users.

  • Assists in the preparation of federally required semi-annual and annual reports to U.S. HUD for Labor Standards and Section 3.

  • Provides professional, technical, and regulatory guidance and instruction to staff, programs, and projects volunteers, subrecipients and client staff.

  • Plans, develops, and presents programs to large groups, public officials, and the media concerning program or project services, objectives, needs, activities, and achievements.

  • Establishes, maintains, and reviews staff record keeping systems including spreadsheets and other software applications to track and evaluate program statistics.

  • Operates standard office equipment such as personal computers using word processing, spreadsheet, database, and other related software, peripheral and electronic devices, copiers, calculators, and scanners.

  • Communicates clear direction, manages for results, and leads organizational change.

  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing, and motivating employees.

  • Demonstrates proficiency in the City of Jacksonville's competencies.

  • Performs related work as assigned.

Open Requirements/Supplemental Information

POSITION REQUIREMENTS:

  • Six (6) years of education and/or experience which includes three (3) years professional level experience in providing social services assistance or developing human services programs or projects, which includes

  • At least one year in a supervisory capacity.

  • Training and experience in contract administration, construction project compliance monitoring, compliance investigation, payroll administration or related areas which must include two (2) years of related contract compliance work experience.

A Bachelor's Degree from an accredited institution with a major in social work, or public administration is preferred.

LICENSING/CERTIFICATION/REGISTRATION:

  • A valid driver's license Is required prior to appointment and must be maintained during employment in this class.

  • Must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville certification as a public driver.

  • Depending on assignment, CPR and First Aid Certification is required within six months of appointment and must be maintained.
