Reports To: Senior Director – Operations Protocols and Planning

This is a Non-Represented Position.

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary

Responsible to lead the engineering activities related to technological improvements, modifications, retrofits, redesign and obsolescence management of the existing fleets, rolling stock support equipment.

Responsibilities:

Responsibilities may include but are not limited to:

  • Direct the Equipment Engineering functions (mechanical, electrical, electronic) in support of all ongoing technological improvements modifications, retrofits, federally mandated programs, including other ongoing Capital Programs improving maintenance activities.

  • Oversee, review, and approve all documents, procedures and letters produced by LIRR Fleet Engineering.

  • Direct and oversee support for all requests from Procurement to identify suitable alternate material and components for those that are obsolete or otherwise unavailable and efforts to identify and mitigate obsolescence of electrical, electronic and mechanical systems on LIRR rolling stock and RSSE.

  • Oversee management of the Rolling Stock Support Equipment (RSSE) group.

  • Oversee the management of all administrative functions in LIRR Fleet Engineering, including tracking, assignment and disposition of requests.

  • Oversee management of MofE Environmental Compliance Group

  • All other duties and assignments at the request of senior management.

  • Oversee management of General Engineering Consultants for specialized tasks.

  • Oversee, review, and approve the production, and cataloging of all drawings produced by LIRR Fleet Engineering.

  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling.

  • Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

    Qualifications

  • Bachelor's Degree in Engineering (Mechanical, Electrical, Industrial) or related field. Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree, subject to approval.

  • A minimum of 12 years progressively responsible, recent, related professional/managerial experience in line management and equipment administration or demonstrated, directly related, equivalent experience may be considered. subject to approval.

  • Must have the capacity to effectively manage a variety of subordinates with diverse technical backgrounds in the fields of electrical, electronics. mechanical and environmental engineering.

  • Must possess experience in the rail transportation field with a concentration on equipment design, preventive maintenance planning, and technical services.

  • Must have extensive knowledge of rail car equipment and components.

  • Must possess a general knowledge of labor agreements.

  • Must possess strong human relations, communication, interpersonal, problem solving, decision-making, and judgment skills.

  • Must demonstrate a high level of initiative, professional integrity and demeanor.

  • Must be able to work well with various departments and be able to successfully handle conflict management.

  • Must possess ability to represent the department/company at various events and functions, while being sensitive to local issues and political climate.

  • Must possess strong, effective leadership and management skills in order to develop the organization, including setting high standards of professional conduct.

  • Must possess ability to effectively motivate, develop and influence others in a positive and productive manner to meet department/corporate goals.

  • Must have prior experience developing and mentoring employees for succession planning purposes.

    Preferred Skills/ Desirable Skill/ Qualification:

  • Additional or advanced degree.

  • Detailed knowledge of LIRR MofE labor agreements.

  • Detailed understanding of and experience with MofE policies, practices and budgeting cost-centers.

  • Detailed understanding of roles and responsibilities of LIRR MofE management positions.

  • PE License

    In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.
