Environmental Engineer - Air Quality Compliance

BBandE is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BBandE team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

Position Summary

BBandE is seeking a dynamic and detail-oriented Environmental Engineer- Air Quality Compliance to join our team, supporting NAVFAC Hawaiis air quality compliance program within the area of cognizance of Navy Region Hawaii (NRH). The primary objective is to provide environmental engineering support services and deliverables in support of NAVFAC Hawaii (NFH) EV12 Environmental Compliance and Services in managing NRHs air quality compliance program to support the Navys missions at both Joint Base Pearl Harbor-Hickam (JBPHH) and Pacific Missile Range Facility Barking Sands (PMRF).

Job Duties and Responsibilities

  • Provide environmental engineering services support in the program area associated with the Clean Air Act (CAA)

``` - Plan, coordinate, and conduct environmental compliance surveys and audits of activities and their operations to investigate compliance with applicable environmental laws, rules, and regulations

``` - Perform detailed facility compliance evaluation services, including supporting NRHs installations with regulatory inspections, while performing project EV evaluations to assess environmental compliance and identify deficiencies

``` - Review military construction and special projects during the planning (i.e., National Environmental Policy Act [NEPA], DD1391, etc.), design, and/or construction phases and provide comments relative to environmental requirements. Advise Government design personnel on environmental issues, provide comments, and make recommendations on changes to designs and project write-ups to ensure compliance with regulations and standards

``` - Prepare and review correspondence, notifications, data calls, reports, plans, permit applications, briefing slides, point papers, and submittals by gathering information, preparing documents, and coordinating with Government personnel

``` - Participate in regulatory inspections and assist with notes and follow-up actions

``` - Track status of inspection findings and document completion of corrective actions through coordination with responsible parties

``` - Monitor new requirements, assess impacts to Government and identify program modifications that are required to comply with the new requirements

``` - Prepare and review correspondence, notifications, data calls, reports, plans, permit applications, briefing slides, point papers, and submittals for Government approval

``` - Prepare internal and regulatory inspection notes and documentation including inspection forms, findings, and recommended corrective actions for Government approval

``` - Provide project review comments and recommendations for Government approval

``` - Provide support and guidance for the deliverables and activities in the specified format (using Government-issued laptop, software and systems only)

``` - Up to three (3) off-island travel requirements to PMRF are expected within the period of performance to assess conditions, brief findings, and provide recommendations to the Navys subject matter expert (SME) for a specific project, audit or regulatory inspection to ensure compliance with permits and regulations, as communicated only by the KO or COR

Key Qualifications

  • U.S. Citizenship and the ability to obtain and hold a DoD Common Access Card (CAC), which requires a background check to include an FBI fa orable fingerprint check and a favorable tier 3 investigation (SF-86, Questionnaire for National Security Positions)

``` - Knowledge of current major environmental laws and regulations, including CAA, NPDES, EPCRA, EMS, SPCC, FRP, NEPA, and other related environmental legislations

``` - Knowledge of local (State of Hawaii) air quality laws and regulations such as Hawaii Revised Statutes Title 19 Chapter 342B Air Pollution Control, Hawaii Administrative Rules Title 11-60.1 Air Pollution Control Rules and other related regulations or requirements

``` - Data Analysis: Ability to organize and gather project data, conduct analysis, prepare reports and provide sound recommendations without assistance

``` - Strong Communication Skills: Excellent verbal and written communication skills

``` - Software: Proficiency using MS Office software including Excel, Word, and PowerPoint

``` - Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously

Experience and Education

  • Experience: Must have a minimum of six (6) years experience directly supporting creation and technical expertise regarding non-advisory and assistance contracts, including SRM, SRM-like, MILCON, or other repair and renovation contracts for the Air Force or DoD

``` - Education: Minimum of a High School diploma or equivalent is required

Physical Requirements

  • Ability to remain in a stationary position/sit at least 60% of the time

``` - Ability to travel off-island as required

``` - Some walking may be required throughout the performance of the task order

``` - Outdoor work may be required to include field inspections of project sites; may include field trips requiring physical exertion in the form of extensive walking over rough, uneven ground and rocky surfaces in remote or densely vegetated outdoor environments

``` - Ability to operate office equipment, including computer, copy machine, phone, etc.

``` - Capable of light lifting, under 10 lbs.

``` - Ability to work on-site on a standard 8-hour shift, Monday-Friday
