ICF seeks a Technical Assistance Specialist and Early Care and Education Out of School Time Business Practices Lead to work for the National Center on Early Childhood Quality Assurance (NCECQA) to provide leadership to our team of business practices trainers and subject matter experts, technical assistance and other support services to Federal and state-level programs. Technical assistance is focused quality improvement systems and business practices. This position is home based with approximately 25% travel required to provide technical assistance across the 10 ACF Regions, and to attend related conferences and meetings.
Technical assistance (TA) is defined as both onsite and off-site activities, such as consultation, meeting/conference presentation and facilitation, support of peer-to-peer opportunities, information gathering, review of materials, participation in and leadership for work groups, strategic planning, and training design and delivery in a wide range of content areas including early education policy and systems building efforts, health and safety standards and monitoring, program quality improvement, professional development systems and workforce, infant and toddler care initiatives, and other key areas.

Encourage and support colleagues in developing their ability to communicate vision, impact and project improvements.
Manage the delivery of the Strengthening Business Practices Training of Trainers, Boot Camp and Master Trainer Classes.
Maintain an updated version of the Strengthening Business Practices for Child Care Programs curriculum.
Manage the development and dissemination of resources, learning experiences, and other supports designed to build the capacity of state/territory and Tribal SBP trainers and Master Trainers.
Conduct CQI conversations with internal and external trainers and Master trainers to maintain fidelity and excellence in the delivery of the curriculum.
Collaborate closely with peers and federal staff in the provision of training and/or TA to CCDF grantees and other primary audiences.
Provide and/or coordinate technical support and/or training to States and Territories upon CCDF Administrators’ and regional office staff members’ requests.
Provide support as requested in the development and implementation of the Office of Child Care (OCC) TA plans to support CCDF grantees.
Research and develop timely responses to state, territory, or Tribal requests and create written documents in approved formats.
Assist in delivering Center services such as webinars, resources and web-based tools.
Develop and facilitate peer linkages between States and/or Territories.
Respond to requests for reference material, training sessions, conference calls, information sharing, and frequently asked questions.
Build strong, positive relationships with project staff for ongoing communication, collaborative planning, and shared problem solving to meet the needs of clients, states and territories.
Stay abreast of the latest research, tools, and resources that support the activities of NCECQA.
When appropriate, coordinate training/TA with other Child Care Technical Assistance Network partners and/or other national experts.
Support OCC designated priorities and special projects, including development of TA materials (e.g. issue briefs, handouts, brochures, presentation kits, and webinars).
Participate in presentations at national meetings and conferences.
Document TA activities in the Technical Assistance Tracker database.
Submit claims for reimbursement of office and travel expenses.
Participate in calls as needed.
Bachelor’s Degree in Early Childhood Education, Child Development, Child Psychology, Education, or related degree.
Experience at state and/or national level with early childhood policies, regulations, and systems specifically in the area of business practices and quality systems.
8-10 years of relevant experience that may include work with early childhood state agencies or partnering organizations, early childhood policy development and analysis, provision of technical assistance related to ECE quality systems and business practices.
Master’s degree in Early Childhood Education, Child Development, Child Psychology, Education, or related degree.
Experience working with multiple stakeholder groups as a participant, content advisor, and technical assistance provider.
Content knowledge on licensing, health and safety standards, quality initiatives including QRIS, business practices, and early childhood systems development and alignment.
Proficient in MS Office Applications (Word, PowerPoint, Outlook, Excel).
Excellent verbal, interpersonal and written communication skills.
Strong analytical, problem-solving and decision making capabilities.
Team player with the ability to multi-task in a fast-paced environment.
Demonstrated outstanding level of professionalism in providing administrative support, including ability to exercise good judgment and communicate with encouragement, discretion, tact, and diplomacy.
Sound business ethics, including the protection of proprietary and confidential information.
Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management team.
Ability to work with all levels of internal staff, as well as outside clients and vendors.
Ability to be flexible to handle multiple priorities and to work limited overtime as necessary.
