Bureau of Safety and Environmental Enforcement Supervisory Petroleum Engineer/ Supervisory Geophysicist/ Supervisory Geologist in Jefferson, Louisiana

For information about our bureau go to: http://www.bsee.gov/ Responsibilities This position serves as the Deputy Regional Supervisor and is located within the Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Gulf of Mexico Outer Continental Shelf (OCS) Region (GOMR), Office of the Regional Director/Deputy Regional Director for PROD, Office of Production and Development (PD) in Jefferson, LA. At the full performance level (GS-14) the major duties of this position include but are not limited to the following: 1. Manages and processes requests for Suspensions or Production (SOP) and Suspensions of Operations (SOO) on OCS oil and gas leases and units and monitors lessee compliance with the conditions of the SOPs and SOOs. Directs SOPs and SOOs as necessary and appropriate. 2. Reviews, evaluates, and recommends appropriate action regarding unit proposals, contractions, expansions, annual plans, participating area, and allocations of production. 3. Evaluates, processes, and monitors all enhanced oil recovery (secondary and tertiary) projects. 4. Manages and evaluates engineering, geologic, and geophysical studies to evaluate and take final action on operator requests for downhole commingling of production. 5. Monitors, reviews, and approves gas-flaring/venting requests and the burning of liquid hydrocarbons. 6. Reviews and evaluates leases and units with minimal production to ensure they are producing in paying quantities. 7. Coordinates the regulation and enforcement of measurement procedures and approval of surface commingling methods for all gas and liquid hydrocarbons and sulphur produced from OCS leases in the Gulf of Mexico. The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and may be allowed to telework with supervisor approval. Salary Information: GS-14: $141,215 (step 1) to $183,582 (step 10) This vacancy may be used to fill additional positions as vacancies become available. Qualifications To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. Failure to provide transcripts will result in you receiving an "Ineligible" rating. (1) Basic Educational Requirements: Petroleum Engineer (0881) A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of Education and Experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Degree: that included at least 30 semester hours in mathematics (including calculus) and the physical sciences (geophysics, physics, engineering, geology, astronomy, meteorology, electronics, etc.). -OR- B. Combination of education and experience: courses as shown in A above, plus appropriate experience or additional education. Geologist (1350) A. Degree: geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. -OR- B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education. (2) Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Providing technical advice, policy guidance, and/or program leadership for oil and gas, energy, or mineral resource management programs and issues; 2) Writing and presenting policy documents and/or advising senior management officials in the areas of oil and gas, energy, or mineral resource management; 3) Gathering, analyzing, and evaluating information regarding waste prevention, conservation of natural resources, and protect correlative rights, including Federal royalty interests, and/or promote and expedite exploration and development on the OCS; and 4) Serving as an expert in an organization regarding laws, regulations, directives, and/or other guidelines for oil and gas, energy, or mineral resource management.
