Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for an Operations and Training Specialist, Position Description D0607000 and is part of the Camp Ethan Allen Training Site of the Vermont Army National Guard The purpose of this position is to manage and direct the activities of the Operations and Training Division assuring ranges, training facilities, training aids and devices are available to users of the training site. Responsibilities DUTIES AND RESPONSIBILITIES: (1) Formulates long and short-range plans for the development of range facilities and the training areas. Develops input for the MTA's five-year range development plan, to include justifications for construction, programing documents, maps, overlays, and sketches. Develops program documents for funding standard target systems and remote engagement target systems identified for use on range facilities programmed in the five-year range development plan. Develops other associated programs of construction and budget estimates. Evaluates the size of the facilities to allow for projected use, troop density, and to facilitate types of training required. (2) Oversees and directs the work of one or two subordinates assigned to the Operations and Training Division. Assists in development of performance standards, goals, and objectives for subordinate workers. Approves/disapproves leaves. Provides recommendations for incentive awards and training of subordinate workers. Participates in interviews with applicants for subordinate positions and provides recommendations for selection. Provides technical guidance to lower graded workers. Assists in resolving complaints and grievances from employees which can be informally resolved. Promotes acceptance and adherence of programs such as Equal Employment Opportunity, Federal Womens Program, Physically Handicapped, Labor Management Relations and other special emphasis programs. Assists in maintaining an effective position management program. (3) Coordinates with user organizations for use of ranges and training facilities. Reviews and approves schedules to insure maximum training opportunities. Coordinates with using organizations to assist in obtaining support if not available at MTA, with units having requested support capabilities. (4) Prepares budget requirements for submission to support man-day. training, schools and travel for the Operations and Training Division. (5) Conducts surveys of users to assess adequacy of existing facilities to meet training requirements and reviews the installation five-year plan to ensure it meets existing and future requirements. As the primary point of contact within the Directorate of Plans, Training, and Mobilization for training facilities, reviews training project proposals and recommends to the Operations and Plans Officer approval, disapproval, or modifications. (6) Reviews plans, specifications, architectural and engineering documents for range facilities to assure conformity with doctrine and for compliance with DA range safety criteria. (7) Reviews plans for army aviation, airborne, and NBC Training conducted at the MTA to assure compliance with established safety and local operational procedures: When required, recommends alternatives to best meet training objectives within safety parameters. (8) Develops installation policies and regulations governing range safety, training, medical evacuation and other emergency procedures. Reviews and updates these documents when required. Advises tenant organizations of pertinent MTA policy and requirements. (9) Based on projected availability of the latest simulation devices, determines and recommends suitable facilities for use as simulation centers. Coordinates, with the supervisor, plans and specifications for the modification of existing or the construction of new facilities for simulation centers. (10) Develops guidelines for the preparation of training programs for personnel and elements assigned or attached to the MTA or installation support unit (ISU). Oversees the processing of applications for service schools and formal technician courses. (11) Formulates policies and procedures for the control of classified material, restricted areas and communications security. Monitors the status of personnel security clearance requests and investigations. Develops intelligence, counterintelligence, and operational security plans for the MTA. Serves as the authority at the training site regarding classified material and security. (12) Develops standing operating procedures (SOP) for and directs the activities of the installation Emergency Operations Center (EOC) during state domestic or national emergencies. (13) Develops plans and procedures for the overall communications requirements for range and field training operations. Evaluates internal communications, staffing, equipment and facilities requirements. Coordinates additional commercial communications requirements with the MTA administrative and budget offices. Directs actor: to improve effectiveness in tactical communications systems and operations. Advises and coordinates with commanders and staff officers of using units on communications matters. *Performs other duties as assigned. Requirements Conditions of Employment Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. OPEN AREAS OF CONSIDERATION: AREA 1, 2,3, 4 Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed. Area II: All Members of the Vermont Army National Guard. Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard. Area IV: All individuals able to and willing to become members of the Vermont National Guard including prior service not currently assigned to a military component and non-prior service US civilians. Military Grades: Enlisted: PV1/E1-SFC/E7 MINIMUM REQUIREMENTS:Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE:1-year specialized experience, education or training equivalent to at least the next lower grade level. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures. Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Additional Information Additional Duties performed by this position will include: (1) Assist the S3 OPNs SGM in the processing, approval, execution, publication, payment, and reconciliation of travel authorizations and vouchers and the publication and reconciliation of individual/ centrally funded pay and allowance orders. (2) Prepares budget requirements for submission to support man-day, training, schools and travel for the Operations and Training Section and subordinate units. (3) Reviews and processes applications for service schools (via the Army Training Requirements and Resources System (ATRRS) platform) and formal technician courses. Consolidates and produces reports that identify professional military education metrics by unit to increase individual soldier readiness. Participates in the Army National Guard Readiness Improvement (ARIP) Workshops. (3) Coordinates with user organizations for use of ranges and training facilities. Reviews and approves schedules to insure maximum training opportunities. Participates in the Range Facility Management Support System (RFMSS) workshop. (4) Review and process Requests for Orders in the Department of the Army Mobilization Processing System (DAMPS). Facilitates and tracks Annual Training Mandays and submits Unfunded Requirements (UFR) requests to the G3 for review for all AT ADVON and Trail requirements. Reviews the Expired Duty Report and actions all orders without transactions (payment) against them within the last 90 days. Conducts by unit Orders workshops to ensure orders are either paid out or revokes timely. (6) Reviews installation policies and regulations governing range safety, training, medical evacuation and other emergency procedures. Updates these documents when required.
