U.S. Army Corps of Engineers Facility Operations Specialist in Jersey City, New Jersey

Summary About the Position: Facility Operations Specialist for Caven Point Marine Terminal (CPMT), the operating base for a fleet of drift collection, survey and patrol vessels. Maintains and administer a vessel and facility maintenance plan using a computerized maintenance management system (CMMS). Serves as a purchaser responsible for a variety of specialized supplies and services. CPMT is validated by OSHA, recognizing it as an exemplary worksite with a successful safety and health management system. Responsibilities Completes record data as necessary and establishes proper hierarchy within the CMMS for all assets, systems and equipment requiring maintenance. Develops and updates asset, system and equipment profiles, as well as maintenance requirements in the CMMS. Assists staff with researching and interpreting manuals, drawings, and documentation for all equipment, and uses manufacturer guidelines to create maintenance records and plans in the CMMS for all assets requiring maintenance. Purchases supplies and services from commercial sources using simplified acquisition methods, such as Government Purchase Cards and Blanket Purchase Agreements. Provides analyses and reports associated with maintenance management, such as major items of repair, backlog, actual hours expended, and costs. Schedules maintenance actions based on knowledge of facility, vessel and land-based mobile equipment maintenance requirements. Exercises a practical knowledge of operations and maintenance of a wide range of systems and equipment to identify maintenance requirements. Specialized Experience: One year of specialized experience which includes: 1) Applying analytic and evaluative techniques to identify, consider and resolve issues or problems; and 2) Process service orders to include understanding of work classification and assignment to correct accounts; and 3) Utilizing the control system to issue and schedule routine and cyclic maintenance, repair and replacement of all equipment, machinery and similar type items. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. with a major study in engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Database Management Systems Financial Management Organizational Awareness Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
